Available in PDF, EPUB and Kindle. Book excerpt: The distinguished historian of medicine Gerald Grob analyzes the post-World War II policy shift that moved many severely mentally ill patients from large state hospitals to nursing homes, families, and subsidized hotel rooms--and also, most disastrously, to the streets. On the eve of the war, public mental hospitals were the chief element in the American mental health system. Responsible for providing both treatment and care and supported by major portions of state budgets, they employed more than two-thirds of the members of the American Psychiatric Association and cared for nearly 98 percent of all institutionalized patients. This study shows how the consensus for such a program vanished, creating social problems that tragically intensified the sometimes unavoidable devastation of mental illness. Examining changes in mental health care between 1940 and 1970, Grob shows that community psychiatric and psychological services grew rapidly, while new treatments enabled many patients to lead normal lives. Acute services for the severely ill were expanded, and public hospitals, relieved of caring for large numbers of chronic or aged patients, developed into more active treatment centers. But since the main goal of the new policies was to serve a broad population, many of the most seriously ill were set adrift without even the basic necessities of life. By revealing the sources of the euphemistically designated policy of "community care," Grob points to sorely needed alternatives. Originally published in 1991. Book excerpt: NEW YORK TIMES BESTSELLER 'Madness, though ostensibly the story of Crownsville, is really about the continued lack of understanding, treatment and care of the mental health of a people, Black people, who need it most' New York Times In the tradition of The Immortal Life of Henrietta Lacks, a page-turning 93-year history of Crownsville Hospital, one of the United States' last segregated asylums. On a cold day in March of 1911, officials marched twelve Black men into the heart of a forest in Maryland. Under the supervision of a doctor, the men were forced to clear the land, pour cement, lay bricks and harvest tobacco. When construction finished, they became the first twelve patients of the state's Hospital for the Negro Insane. In Madness, Peabody and Emmy award-winning journalist Antonia Hylton tells the 93-year-old history of Crownsville Hospital. She blends the intimate tales of patients and employees whose lives were shaped by Crownsville with a decade-worth of investigative research and archival documents. As Crownsville Hospital grew from an antebellum-style work camp to a tiny city sitting on 1,500 acres, it became a microcosm of America's evolving battles over slavery, racial integration and civil rights. During its peak years, the hospital's wards were overflowing with almost 2,700 patients. By the end of the 20th-century, the asylum faded from view as prisons and jails became America's new focus.

Book The National Environmental Policy Act

Download or read book The National Environmental Policy Act written by Lynton Keith Caldwell and published by Indiana University Press. This book was released on 1999-02-22 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The National Environmental Policy Act has grown more, not less, important in the decades since its enactment. No one knows more about NEPA than Lynton Caldwell. And no one has a clearer vision of its relevance to our future. Highly recommended." —David W. Orr, Oberlin College What has been achieved since the National Environmental Policy Act was passed in 1969? This book points out where and how NEPA has affected national environmental policy and where and why its intent has been frustrated. The roles of Congress, the President, and the courts in the implementation of NEPA are analyzed. Professor Caldwell also looks at the conflicted state of public opinion regarding the environment and conjectures as to what must be done in order to develop a coherent and sustained policy.
