The objective of the Workshop was to develop national capacity and promote bilateral, sub-regional and/or regional coordination so that countries will be better placed to strengthen and harmonize port State measures and, as a result, implement the relevant International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU) tools and the FAO Model Scheme and contribute to the development of a legally-binding instrument on port State measures. The Workshop addressed: background and framework for port State measures; global and regional issues relating to IUU fishing and port State measures, and the 2005 FAO Model Scheme on Port State Measures to Combat IUU Fishing; the 2007 draft Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing and the implementation of regional and national port State measures; adoption and implementation of port State measures by regional fisheries management organizations (RFMOs) and the implementation of measures in the Southern and East Africa subregion; operational and information requirements for effective port State measures; industry perspectives on port State measures and national responses to questionnaires; and key issues for further action and cooperation in strengthening and harmonizing port State measures. Working groups were formed to enhance the participatory nature of the Workshop and as a means of engendering broader and deeper discussion on concepts and issues relating to port State measures. In one exercise they addressed various aspects of port State measures, and recommended and prioritized areas for regional cooperation in implementing port State measures. They also identified further types of support needed to implement port State measures and in another exercise they considered certain thematic aspects relating to the FAO Model Scheme and the draft Agreement on port State measures. This exercise included legal aspects, information requirements, systems and inspection procedures, the results of inspection and training. Funding and support for the Workshop were provided by the FAO Regular Programme, by the Government of Norway through the Trust Fund for Port State Measures (MTF/GLO/206/MUL) and the FishCode Programme (MTF/GLO/125/MUL [Sweden-SIDA] [SWE/05/IUU Port State Measures/IUU fishing]). Funding was also provided by the UK Department for International Development (DFID).

The Part 6 Working Group discussed at length the requirements of developing States for the implementation of the PSMA, noting legal, operational, and technical challenges and identifying where existing tools are already available to address these challenges. The Working Group received a detailed update of FAO’s Global Capacity Development Programme in support of the PSMA, as well as heard from other international organizations, non-governmental organizations, States and other entities on their respective capacity development initiatives in support of the PSMA. Finally, the Part 6 Working Group discussed the necessary functionalities of the capacity development portal that is to be developed and hosted by FAO under the PSMA global programme.

In an essay and film made to accompany the earthwork, Smithson invites us to imagine the stone helix of his structure at various orders of magnitude, from microscopic molecules to entire galaxies. Taking up this invitation with an unrelenting and literal enthusiasm, Helicography pursues the implications of such transformations all the way to the limits of logic. If other spirals, from the natural to the man-made, were expanded or condensed to the size of Spiral Jetty, what are the consequences of their physical metamorphoses? What other equivalences follow in turn, and where do their surprising historical, cultural, and mechanical connections lead? This book considers a number of forms in order to find out: the fluid vortices of whirlpools, hurricanes, and galaxies; the delicate shells of snails and the threatening pose of rattlesnakes; prehistoric ferns and the turns of the inner ear; the monstrous jaws of ancient sharks; a baroque finial scroll on a bass viol; a 19th-century watch spring; phonograph discs and spooled film; the largest open-pit mine on the planet. The result is a narrative laboratory for the "science of imaginary solutions" proposed by Alfred Jarry (whose King Ubu also plays a central role in the story told here), a work of fictocriticism blurring form and content, and the story of a single instant in time lost in the deserts of the intermountain west. Working groups were formed to enhance the participatory nature of the Workshop and as a means of engendering broader and deeper discussion on concepts and issues relating to IUU fishing. Participants considered a list of IUU fishing issues that had been distilled from discussion in the Workshop. For each issue they were requested to identify an appropriate tool for overcoming the constraint or problem, action to be taken and expected results for small-scale and industrial-scale fisheries at the national and regional levels. The final session of the Workshop entitled "Brainstorming: looking ahead - national, regional and international follow-up to the Workshop" sought to identify outcomes that could be addressed further by the RECOFI Working Group on Fisheries Management. The Parties agreed that FAO assumes the role of Secretariat for the meeting. The need for concerted action by port States, flag States and other States in the implementation of the Agreement, together with the important role of FAO, regional fisheries management organizations (RFMOs) and other international organizations and bodies, was recognized. The Parties noted the value of drawing lessons from existing relevant initiatives of RFMOs and other international organizations. The Parties agreed that a staged approach should be adopted with regards to data exchange and called for the establishment of an open-ended technical working group to provide guidance on the development of data exchange mechanisms. FAO was tasked with developing templates for reporting of information on national contact points, designated ports and other relevant information for the implementation of the Agreement, and to publish the information through a dedicated section within the FAO website. The Parties established the Working Group under Part 6 of the Agreement and its terms of reference were adopted. The Parties called upon the Secretariat to develop a specific web-based questionnaire for the purpose of monitoring implementation of the Agreement, as well as recording challenges faced, which is to be completed every two years initially. The Secretariat was also requested to prepare draft Rules of Procedure for meetings of the Parties and any subsidiary working groups based on the General Rules of the FAO, and relevant rules of the Committee on Fisheries, for consideration at the next meeting of the Parties. The Parties agreed to hold meetings every two years along with supplementary technical meetings as required.
