This initiative was originally authorized in the U.S. Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 and focused on an emergency response to the HIV/AIDS pandemic to deliver lifesaving care and treatment in low- and middle-income countries (LMICs) with the highest burdens of disease. It was subsequently reauthorized in the Tom Lantos and Henry J. Hyde U.S. Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 (the Lantos-Hyde Act). Evaluation of PEPFAR makes recommendations for improving the U.S. government's bilateral programs as part of the U.S. response to global HIV/AIDS. Only by implementing comprehensive and sustainable M&E systems will we know how much progress we are making, as nations and as a global community, in combating this pandemic. The chapters primarily focus on developing nations and are presented largely from the perspective of evaluators working for donors, international agencies, and national governments. Although it is clear that a comprehensive M&E system must eventually include both monitoring and evaluation, the initial aim has been to establish a foundation derived largely from surveys and monitoring information. To date, much of the focus in M&E has come from the global level because new global funding initiatives been launched and required rapid scale-up and the development of technical guidance, international standards, and indicators for monitoring progress and determining success. At the regional and country levels, the challenge has been to implement national M&E plans and systems within a context of overall low M&E capacity and a range of M&E needs.

A good education is now recognized as making a crucial contribution to reducing stigma and discrimination and to helping young people avoid infection. School-age children have the lowest prevalence of infection, and even in the worst-affected countries, the vast majority of schoolchildren remain uninfected. For these children there is a window of hope, a chance of a life free from HIV if they can acquire the knowledge, skills and values to help protect themselves as they grow up. Providing young people with the "social vaccine" of education offers them a real chance of a productive life. Sector-wide school-based programs have the potential to interact with large numbers of children and youth and offer a ready-made infrastructure for offering cost-effective HIV/AIDS education at population scale. This new volume was produced in response to requests from educators for programmatic examples of education sector-wide approaches. With lessons that are replicable and scalable, this new analysis of 10 HIV/AIDS prevention programs - from 6 Sub-Saharan African countries as well as the Dominican Republic and Israel - fills an important gap in programming expertise in the education sector.
