Available in PDF, EPUB and Kindle. Book excerpt: The Defense Science Board task force on Test and Evaluation was chartered to conduct a broad review of the entire range of activities relating to test and evaluation (T & E). This included examining new and innovative ways that the T & E community can better support its users and to find better ways to integrate operational test into the overall systems development process. The task force was asked to consider the special problem of "systems of systems" testing. In addition, the task force was to identify and quantify the current and future needs of the Department's T & E capability and resources, and recommend specific and quantified changes to those capabilities and resources. To perform this review the task force examined facilities, processes, policies, contractor testing, government development testing, joint T & E, and operational T & E, both before and after full production and in the continuing evolution of force capability. The focus of the task force examination was on the T & E part of the acquisition process. The task force formed sub-panels to focus on particular subjects related to T & E. These sub-panels studied requirements determination in the T & E process, the developmental testing and operational testing (DT/OT) process, the role of modeling and simulation in T & E, and facility reengineering. The task force also looked at special issues affecting T & E including T & E for Advanced Concept Technology Demonstrations (ACTDs), T & E of Commercial Off the Shelf (COTS) software, T & E of Software, and T & E of Systems of Systems. Each of these sub-panels developed a set of findings and recommendations to improve the T & E process.

Available in PDF, EPUB and Kindle. Book excerpt: A Defense Science Board (DSB) Task Force on Developmental Test and Evaluation (DT&E) was convened in the summer of 2007 to investigate the causal factors for the high percentage of programs entering Initial Operational Test and Evaluation (IOT&E) in recent years which have been evaluated as both not operationally effective and not operationally suitable. The following are the specific issues which the Task Force was asked to assess: Office of the Secretary of Defense (OSD) organization, roles, and responsibilities for Test and Evaluation (T&E) oversight. Compare organization, roles, and responsibilities in both DT&E and Operational Test and Evaluation (OT&E). Recommend changes that may contribute to improved DT&E oversight, and facilitate integrated T Changes required to establish statutory authority for OSD DT&E oversight. Title 10 United States Code (USC) has an OT&E focus, and does not address OSD authority in oversight of DT&E. Recommend changes to Title 10 or other U.S. statutes that may improve OSD authority in DT&E oversight; Many IOT&E failures have been due to lack of operational suitability. Specific problems have been in the materiel readiness sustainment areas of reliability, maintainability, and availability. Recommend improvements in DT&E process to discover suitability problems earlier, and thus improve likelihood of operational suitability in IOT&E. In recent years, there has been a dramatic increase in the number of systems not meeting suitability requirements during IOT&E. Reliability, Availability and Maintainability (RAM) deficiencies comprise the primary shortfall areas.

Download or read book Report of the Defense Science Board Task Force on Nuclear Weapon Effects Test Evaluation and Simulation written by and published by . This book was released on 2005 with total page 133 pages. Available in PDF, EPUB and Kindle. Book excerpt: EXECUTIVE SUMMARY The Defense Science Board (DSB) Task Force on Nuclear Weapon Effects (NWE) Test, Evaluation and Simulation was undertaken with the overall goal of providing a comprehensive evaluation of current and future Department of Defense (DoD) processes for assuring successful operation in nuclear environments. As directed by the Terms of Reference, we have assessed opponent capabilities and DoD processes for establishing and enforcing hardness goals. These assessments have considered the emergence of terrorism as a major threat to the U.S. homeland and deployed forces abroad, the asymmetric attractiveness of the use of nuclear weapons to offset U.S. conventional superiority, and the growing evidence of proliferation of nuclear-capable states. We have also evaluated the evolution of DoD and Department of Energy (DOE) modeling, simulation, and above-ground testing capabilities since the cessation of underground testing to understand our ability to qualify hardened systems. The results of this Task Force were developed independent of, but are highly consistent with, the findings and recommendations of the Congressionally mandated Electromagnetic Pulse (EMP) Commission.

Book Report of the Defense Science Board Task Force on Improving Test and Evaluation Effectiveness

Download or read book Report of the Defense Science Board Task Force on Improving Test and Evaluation Effectiveness written by and published by . This book was released on 1989 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last several years, models and simulations have been increasingly used to support the development, test and evaluation process for new weapon systems. This practice is expected to continue. Over the last ten years we have seen dynamic growth in the computing and networking technology areas, which are the underpinning for digital simulation. This trend is expected to continue, and will permit lower cost and higher fidelity simulations. As a result, the Task Force on Improving Test and Evaluation Effectiveness was requested to look at ways of improving the use of modeling and simulation as tools in the test and evaluation of defense systems. A number of significant steps were identified regarding the use of models and simulations that can result in immediate and future improvements in test and evaluation. Modeling and simulation can be an effective tool in the acquisition process throughout the systems life cycle, but most importantly if employed at the inception of the system's existence. Modeling and simulation can contribute knowledge and understanding of system and mission requirements, system effectiveness, and costs resulting from acquisition decisions, but only if used properly.

Book Report of the Defense Science Board Task Force on Simulation Readiness and Prototyping

Download or read book Report of the Defense Science Board Task Force on Simulation Readiness and Prototyping written by and published by . This book was released on 1993 with total page 197 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the final report of the Defense Science Board Task Force on Simulation, Readiness and Prototyping. The report is a detailed, user friendly document designed for the uninitiated and the informed alike. The main body of the report consists of the unabridged briefing viewgraphs with explanatory facing text. Attached to the main body of the report are three (3) appendices. Appendix A is the result of a very extensive evaluation by the Task Force panel on technology assessment evaluating current and projected technologies associated with Advanced Distributed Simulation (ADS). The broadening scope of applications for modeling and simulation in the Department of Defense is driving a widening range of technologies. The scope of applications for modeling and simulation include requirements definition and analysis, virtual prototyping, program planning, engineering design and manufacturing, test and evaluation, and training and readiness. The approach taken by the technology assessment panel was to develop a hierarchy of enabling technologies and to segregate them into two categories--those which are primarily commercially driven and those which are primarily driven by DoD. Some enabling technology areas fall into middle area in which both commercial industry and DoD are investing. The achievement of the following two objectives is of great importance to the DoD: (1) to correctly identify the key enabling technology areas which DoD must follow and invest in, and (2) to assess the maturity and to estimate the on-going investment activity for each technology area.
