The report is a detailed, user friendly document designed for the uninitiated and the informed alike. The main body of the report consists of the unabridged briefing viewgraphs with explanatory facing text. Attached to the main body of the report are three (3) appendices. Appendix A is the result of a very extensive evaluation by the Task Force panel on technology assessment evaluating current and projected technologies associated with Advanced Distributed Simulation (ADS). The broadening scope of applications for modeling and simulation in the Department of Defense is driving a widening range of technologies. The scope of applications for modeling and simulation include requirements definition and analysis, virtual prototyping, program planning, engineering design and manufacturing, test and evaluation, and training and readiness. The approach taken by the technology assessment panel was to develop a hierarchy of enabling technologies and to segregate them into two categories--those which are primarily commercially driven and those which are primarily driven by DoD. Some enabling technology areas fall into middle area in which both commercial industry and DoD are investing. The achievement of the following two objectives is of great importance to the DoD: (1) to correctly identify the key enabling technology areas which DoD must follow and invest in, and (2) to assess the maturity and to estimate the on-going investment activity for each technology area.

The terms of reference (TOR) for this Task Force represent a logical continuation of DSB manufacturing studies performed in prior years, particularly in the areas of integrated product and process development (IPPD)2and dual-use-manufacturing. In this study, however, the primary focus is on Science and Technology (S AND T) and the application of IPPD and dual-use concepts even earlier than previous studies have recommended. During its study, the Task Force addressed engineering and manufacturing management and technology approaches that can be used to achieve a better product and process balance in the S AND T phase, which precedes the formal acquisition process, and that result in both unit production and total life cycle cost reduction. It chose S AND T "exit criteria" and metrics as the means to demonstrate process as well as performance capability during the S AND T phase and to reduce downstream acquisition risks. The Task Force also examined a key enabler of IPPD and manufacturing enterprise control-advanced modeling and simulation technology. The work in this area by this Task Force relates to the work of another DSB Summer Study that specifically addressed simulation, the Readiness, Simulation, and Prototyping Task Force. The expanded use of best commercial products, practices, and manufacturing capabilities was also considered as an additional way to meet the Department of Defense (DOD) future needs for rapid transition to production and economic low-volume manufacturing. As a result of its deliberations, the Task Force developed specific recommendations for experiments to be conducted within S AND T Advanced Technology Demonstrations (ATDs) to validate the benefits of the new recommended approaches to S AND T contained in this report.

This Defense Science Board (DSB) Summer Study Task Force reviewed these prior studies and concluded that, by and large, the recommendations have ben implemented. Rather than adding to the list of 'what to do' recommendations, this Task Force concentrated on recommending 'how-to-implement' change. This is a departure from the typical technical recommendations, but the Task Force believes this 'how to' focus is urgently needed at this juncture.

Book excerpt: The Defense Science Board task force on Test and Evaluation was chartered to conduct a broad review of the entire range of activities relating to test and evaluation (T & E). This included examining new and innovative ways that the T & E community can better support its users and to find better ways to integrate operational test into the overall systems development process. The task force was asked to consider the special problem of "systems of systems" testing. In addition, the task force was to identify and quantify the current and future needs of the Department's T & E capability and resources, and recommend specific and quantified changes to those capabilities and resources. To perform this review the task force examined facilities, processes, policies, contractor testing, government development testing, joint T & E, and operational T & E, both before and after full production and in the continuing evolution of force capability. The focus of the task force examination was on the T & E part of the acquisition process. The task force formed sub-panels to focus on particular subjects related to T & E. These sub-panels studied requirements determination in the T & E process, the developmental testing and operational testing (DT/OT) process, the role of modeling and simulation in T & E, and facility reengineering. The task force also looked at special issues affecting T & E including T & E for Advanced Concept Technology Demonstrations (ACTDs), T & E of Commercial Off the Shelf (COTS) software, T & E of Software, and T & E of Systems of Systems. Each of these sub-panels developed a set of findings and recommendations to improve the T & E process.
