Besides, we were given distinctly to understand, that such a measure on our part would immediately be followed by a submis sion of the question anew to arbitration by the United States and Great Britain - an arbitration with all its at tendant delays, new border troubles, new encroachments, irritation, and expense; and with the certain danger, that in the end the rights and just claims of Maine might be still more seriously compromitted.
