However, very little has been written to date on how Medicare as we know it was developed and implemented. He details various developments in medical politics and policies, including the dispute over state health insurance plans in British Columbia during the depression, the national health insurance program drafted by the King government, the doctors' strike in Saskatchewan, and the development and eventual governmental rejections of prepayment plans sponsored by organized medicine. The author concludes that physicians regarded medical insurance schemes over which they had little administrative control, or where coverage was not limited to the indigent or to those earning below a modest wage, as threats to professional incomes and autonomy. His analysis of the evolution of the professional perspectives, policies, and pressure group activities suggests that physicians are as likely to act in their own economic and social interest as any other group, and that they oppose legislation that would threaten these interests while supporting laws that strengthen them. Since the Medical Care Act became law, Ottawa has moved to strengthen health care plans in the provinces, and once again the medical profession has resisted. The final chapter in Naylor's book puts these current conflicts in historical perspective by linking them to their political precedents.

In Canada many public projects, programs, and services perform well, and many are very successful. However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022). This present volume provides an opportunity to analyze what is similar and distinctive about introducing and implementing successful public policy in one of the world's most politically decentralized and regionally diverse federation and oldest democratic polities.

Following previous work done by physical anthropologists on the biology of poverty, this volume focuses on the voices of past actors who would normally be subsumed within a cohort or whose stories represent those of the minority. The physical effects of marginalization – manifest as skeletal markers of stress and disease – are read in their historical contexts to better understand vulnerability and the social determinants of health in the past. Bioarchaeological, archaeological, and historical datasets are integrated to explore the varied ways in which individuals may be marginalized both during and after their lifespan. By focusing on previously excluded voices this volume enriches our understanding of the lived experience of individuals in the past. This volume queries the diverse meanings of marginalization, from physical or social peripheralization, to identity loss within a majority population, to a collective forgetting that excludes specific groups. Contributors to the volume highlight the histories of individuals who did not record their own stories, including two disparate Ancient Egyptian women and individuals from a high-status Indigenous cemetery in British Columbia. Additional chapters examine the marginalized individuals whose bodies comprise the Robert J. Terry anatomical collection and investigate inequalities in health status in individuals from Canada, the United States, and the United Kingdom. Modern clinical population health research is examined through a historical lens, bringing a new perspective to the critical public health interventions occurring today. Together, these papers highlight the role that biological anthropologists play both in contributing to and challenging the marginalization of past populations.
