Book excerpt: This book, the first of a two volume study, provides an historical account of complaints against Metropolitan police officers between formation of the force in 1829 and codification of remedies for misconduct under the Police Act 1964. A complainant centred standpoint is developed to counteract the marginalization of the interests of victims, which is held to demonstrate that the drive for effective and efficient law enforcement has overshadowed the public interest in holding officers to account for misconduct. After officer accountability before the criminal courts diminished in the nineteenth century, missed opportunities to reform complaints procedures following commissions of inquiry in 1906-08, 1928 and 1960-62 are discussed. The second volume of the study, Combating Impunity: Complaints Against Metropolitan Police, 1964-2021, will examine the part played by complainants and civil society organisations in combating police impunity in the citizen oversight era.

In At Home and Astray, Philip Howell focuses on Victorian Britain, and especially London, to show how the dog’s changing place in society was the subject of intense debate and depended on a fascinating combination of forces even to come about. Despite a relationship with humans going back thousands of years, the dog only became fully domesticated and installed at the heart of the middle-class home in the nineteenth century. Dog breeding and showing proliferated at that time, and dog ownership increased considerably. At the same time, the dog was increasingly policed out of public space, the "stray" becoming the unloved counterpart of the household "pet." Howell shows how this redefinition of the dog’s place illuminates our understanding of modernity and the city. Book excerpt: The figure of the detective has long excited the imagination of the wider public, and the English police detective has been a special focus of attention in both print and visual media. Yet, while much has been written in the last three decades about the history of uniformed policemen in England, no similar work has focused on police detectives. The Ascent of the Detective redresses this by exploring the diverse and often arcane world of English police detectives during the formative period of their profession, from 1842 until the First World War, with special emphasis on the famed detective branch established at Scotland Yard. The book starts by illuminating the detectives' socioeconomic background, how and why they became detectives, their working conditions, the differences between them and uniformed policemen, and their relations with the wider community. It then goes on to trace the factors that shaped their changing public image, from the embodiment of 'un-English' values to plebeian knights in armour, investigating the complex and symbiotic exchange between detectives and journalists, and analysing their image as it unfolded in the press, in literature, and in their own memoirs.
