Book excerpt: Excerpt from Report of the Commission on Industrial Education: Made to the Legislature of Pennsylvania, With Appendices The Commission is under obligation to so many institutions and individuals, for favors received in the course of its work, that it would be impossible to mention all. It may be said in general, that nearly everyone who has been applied to for information has responded with a promptness, fullness and courtesy which has not only greatly lightened the labors of the Commission, but has given gratifying evidence of the wide-spread interest in the subject of its inquiries. It is due, however, that special recognition should be made of the unfailing assistance rendered by His Excellency the Governor of the Commonwealth, and his secretary Hon. Gearge Pearson, by the State Superintendent of Public Instruction and by all other State officials whom it has been found necessary to call upon. Valuable assistance has also been received from Superintendent MacAllister, the Hon. Edward T. Steel, Miss Catherine Pendleton, Miss Anna Hallowell and others, of Philadelphia; from numerous State and local school officials outside of Pennsylvania, and from the heads of institutions specially devoted to Manual Training in many parts of the United States. In connection with the inquiries made under its direction in Europe, invaluable assistance was rendered by Sir Lyon Playfair, Sir Henry E. Roscoe, the Rt. Hon. John Morley, Prof. James Bryce, Mr. A. H. D. Ackland, M. P., Mr. Quentin Hogg, Sir Philip Magnus. Dr. J. H. Gladstone, Prof. Sylvanus Thompson, the Rev. Alfred Wills and Mr. Gilbert R. Redgrave, Secretary of The Royal Technical Commission, of London; by the Hon. William Mather, of Manchester; by MM. Buisson, of the Department of Public Instruction, Andre Lebon and R. Chasteauneufi of Paris; by MM. Buis, Burgomaster of Brussels, and A. Sluys, director of the normal school in the same place. It is a special pleasure to record also that the members of the United States Diplomatic and Consular service, at the places above mentioned and at Antwerp, were, without exception, prompt and cordial in facilitating the labors of the Commission. Almost unanimous is the demand for more industrial schools, and the expansion of those now established in the State. Quite unani mous, likewise, is the opinion that manual training, as taught in the public schools at present, is a valuable preparation for the industrial-vocational schooling which should follow, but does not fulfill the requirements of the present movement for indus trial education. Manual training is not vocational in its aim. It does not prepare for a specific vocation, or trade. Its purpose is purely cultural, and it is of value to all alike, whether a trade or a profession is entered upon. Book excerpt: Excerpt from Industrial Education in the United States: A Special Report It will be seen that the information called for by the Senate resolution is concerned with a wide educational field. Colleges of agriculture and mechanics, and institutions affording instruction similar to that of agricultural colleges, as well as those which give opportunities to women for industrial education, come within the sphere of inquiry. In other words, the educational training of the farmer, the mechanic, and the housekeeper, so far as it is attempted by organized effort, is the subject on which information is required to be given. In the West provision is usually made for the education of these three classes in the same schools; for, in the newer States, it is the generally accepted belief that those who are to be coworkers in actual life may well be associated in the preparation for it; that man and woman are entitled to equal and similar, if not identical, educational privileges. In the more conservative regions of the East and South the sexes are not so frequently educated together. In Massachusetts the colleges of agriculture and mechanic arts are distinct from each other, so that not only the education of the housekeeper is entirely separated from that of the farmer and mechanic, but even these latter classes are trained in independent institutions. This separation exists to a less extent in Missouri, where the school of mines and metallurgy is distinct from the other departments of the university. It has been necessary, in order to cover the entire ground contemplated by the resolution, to extend the report beyond the limits of a single class of schools, and to present information respecting varied institutions other than those endowed by the national land grant. The colleges of agriculture and the mechanic arts are entitled to and receive the most prominent place in both resolution and report for many just reasons. They are doing a great proportion of the work of industrial education. The number of students attending them in 1880 was more than double that of the students in the schools of science not aided by the land grant, if the institutes affording only evening instruction, special teaching, or general lectures, such as the Cooper Institute of New York and the Wagner Institute of Philadelphia, be excluded. It is true that some of these individual schools of science are munificently endowed, and afford their students most excellent opportunities for obtaining a technical education, but this has come to be true of some of the schools, colleges, and universities which have received national aid, and many of those that are less richly endowed are occupying fields which otherwise would be destitute of institutions for educating men in the practical sciences and arts, and consequently without educated men to foster and direct their industries and utilize their resources. As the fruits of these institutions appear, they show that in all sections the education of persons to be engaged in staple industries is being obtained largely within their walls.
