Grant-funded infrastructure will also need to play a key role in supporting economic and employment growth. Finally, because the country is a high-cost, risky place in which to do business, the government must focus on removing constraints to private sector growth. This report outlines these recommendations for the medium- to long-term economic growth of Solomon Islands.

Contributors examine what happened when unrest engulfed the capital of the small Melanesian country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country's volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for 'cooperative intervention' in 'failing states' worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of 'cooperative intervention' as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences. Providing a critical but balanced analysis, Politics and State Building in Solomon Islands has important implications for the wider debate about international state-building interventions in 'failed' and 'failing' states.

Its focus is on the annual audit of central bank financial statements, as well as legal and institutional measures that support audit quality and independence. The paper outlines good practices in these areas and provides a summary of actual practices observed based on a review of audited financial statements and central bank legislation. While the audit frameworks for central banks differ depending on their legal and institutional circumstances, central banks’ external audits increasingly follow international standards. Most of them are audited by auditors with international affiliations and embrace modern governance structures that provide for audit oversight. However, the paper also notes that a sizeable number of central banks do not publish the audit results in a timely manner, which leaves room for improvement in transparency practices.

Although Solomon Islands is a small island state, low-income country that is severely affected by external shocks, including commodity price declines, natural disasters, and climate change, it has achieved considerable gains in terms of macroeconomic stability under the Extended Credit Facility program. Despite the low access, the program has been effective in catalyzing donor support. Economic growth in 2015 is estimated at 31⁄4 percent. Near-term prospects remain favorable but new sources of growth are needed over the medium term. Key policy recommendations have been discussed in the paper to further strengthen the economy of Solomon Islands.
