Book excerpt: Reproductive Health and Human Rights: The Way Forward critically reflects on the past fifteen years of international efforts aimed at improving health, alleviating poverty, diminishing gender inequality, and promoting human rights. The volume includes essays by leading scholars and practitioners that are centered on the 1994 United Nations International Conference on Population and Development (ICPD) and its resulting Programme of Action. ICPD, an agreement among 179 governments, UN agencies, and NGOs, was intended to shape population and development policy—reinterpreted and redefined as "reproductive health." More than a decade after the enthusiasm that accompanied ICPD, there is growing concern about its effectiveness in the context of global health and development. Reproductive Health and Human Rights addresses that concern. The book grapples with fundamental questions about the relationships among population, fertility decline, reproductive health, human rights, poverty alleviation, and development and assesses the various arguments—demographic, public health, human rights-based, and economic—for and against ICPD today. A number of the chapters address institutional challenges to ICPD and consider how the changing political, religious, academic, and disciplinary contexts matter. Book excerpt: More than 25 years have passed since South Africans were being shot or hacked or burned to death in political violence, and the memory of the trauma has faded. Nevertheless, some 20 500 people were killed between 1984 and 1994. Conventional wisdom has it that most died as a result of the ANC's people's war. Many books have been written on South Africa's political transition, but none has dealt adequately with the people's war. This book does. It shows the extraordinary success of the people's war in giving the ANC a virtual monopoly on power, as well as the great cost at which this was done. The high price of it is still being paid. Apart from the terror and killings it sparked at the time, the people's war set in motion forces that cannot easily be tamed. Violence, once unleashed, is not easy to stamp out. 'Ungovernability', once generated, is not readily reversed. For this new edition, Anthea Jeffery has revised and abridged her seminal work. She has also included a brief overview of the ANC's National Democratic Revolution for which the people's war was intended to prepare the way. Since 1994, the NDR has been implemented in many different spheres. It is now being speeded up in its second and more radical phase.

While this might be so, it must be complemented by the necessary financial and human resources to make the law effective. Natalie Persadie explains that, among developing countries, such as Trinidad and Tobago, the achievement of legal advances for women—at either the international or national levels—is particularly difficult where practical measures are not subsequently implemented. This is, perhaps, attributable to a lack of political will. Important issues such as gender equality and domestic violence are not given priority and laws aimed at protecting women and promoting women’s rights are ineffective, scant, or unenforced. Gender justice can only be realized through a multilevel approach from above and, more importantly, from below, as women have the potential to effect real national and international legal and institutional change to ensure gender equality at both levels.
