Book excerpt: Jim Glassman addresses the role of the state in the industrial transformation of what was, before the economic crisis of 1997-98, one of Southeast Asia's fastest growing economies. Approaching this issue from a different angle to those dominating 1980s and 1990s debates about the role of states in East Asian growth, Glassman argues that the Thai state has been both proactive and interventionist in encouraging industrial transformation - contrary to what neo-liberals have asserted - but at the same time has not been a 'developmental' state of the sort championed by neo-Weberian analysts of East Asia. Analyzing the Cold War period, the period of the economic boom, as well as the economic crisis and its political aftershock, Thailand at the Margins recasts the story of the Thai state's post-World War II development performance by focusing on uneven industrialization and the interaction between internationalization and the transformation of Thai labour.

In Laos, more than a decade of socialist reorganization was followed by economic liberalization in the late 1980s. Laotian women had traditionally sustained the household and local economy with their work in field, forest, and family, but political and economic changes markedly affected the context of rural women's prevailing sources of power and subordination. Socialist policies, for example, curtailed women's commercial activities while recognizing women's work in agriculture and child care.In this richly detailed volume, Carol Ireson draws on ten years of fieldwork and research to explore this metamorphosis among Laotian women. Throughout, she poses questions such as: What has happened to women's traditional sources of control over their own and others' activities since the 1975 socialist revolution? Have their traditional sources of power or autonomy expanded or contracted as changing conditions have allowed other groups to appropriate women's traditional resources and roles? Have the dramatic changes had different effects on rural women of differing ethnic backgrounds and varying economic means?Focusing on women from three major ethnic groups?the lowland Lao, the Khmu, and the Hmong?Ireson examines the different ways they have responded to political and economic changes. Land values, export markets and the general demand for agricultural commodities were declining while the levels of indebtedness reached during the 1970s were becoming increasingly difficult to manage. By the middle of the 1980s, the existence of a crisis was apparent in farm failure rates that had reached levels that had not occurred since the 1930s and in the fact that large numbers of agricultural banks were failing and agencies that provide loans to farmers and ranchers were experiencing unprecedented losses. Small towns in agriculturally dependent rural areas were losing businesses, populations and related services, and extremely high rates of socioemotional problems were noted among rural residents in agriculturally dependent areas of the nation.
