Book excerpt: In line with the recommendation of the FAO Sub-Committee on Aquaculture of the Committee on Fisheries (COFI-SCA) made in 2017, as endorsed by the Committee on Fisheries (COFI) in 2018, regarding the preparation of the Guidelines for Sustainable Aquaculture (GSA), the FAO Fisheries and Aquaculture Division organized, virtually, the second Expert Consultation on the development of GSA from 18 to 22 October 2021. Thirteen experts from Africa, Asia, Latin America, the Middle East, and North America attended the consultation. They were supported by seven resource persons and the FAO Secretariat. The objective of the consultation was to discuss and review the drafts of the GSA, the accompanying “Action-Oriented Guidance for Transforming Aquaculture for Greater Contribution to Achieve the SDGs: Key Interconnected Actions to Guide Decision-Makers and Practitioners (AOG)”, and the background document used for the preparation of the GSA and the AOG. The consultation significantly improved these three documents and technically endorsed the drafts of the GSA and the AOG. The experts agreed to the next step of submitting these drafts to the next session of COFI-SCA for further guidance.

The main options for management of domestic and foreign fishing are outlined. An objective classification of stocks by mode of sharing is presented, foreign fishing activity in the subarea is reviewed, and seasonality and migrations of pelagic fish discussed. Inflation is moderating from its peak. Fiscal and external balances have improved, but public debt and current account deficits remain high. The financial system has been stable and liquid, although it continues to be confronted with asset quality weaknesses and rising risks in the non-bank financial sector. Longstanding structural challenges affecting private investment and employment create a drag on growth going forward. The region’s outlook is heavily dependent on uncertain Citizenshipby- Investment (CBI) inflows, and susceptible to volatility in commodity prices, a slowdown in major tourism source countries, and the recurrent threat of natural disasters.

It reveals the myriad ways in which the region’s CSOs have contributed to enriching Caribbean societies and to scaffolding Caribbean regionalism, and also uncovers that despite their contributions, Caribbean CSOs (and civil society more broadly) have found limited space for involvement in governance. The author peers into Caribbean state-civil society participatory dynamics using in-depth country case studies (Barbados and Trinidad and Tobago), mini-case studies and evaluations of the approaches to inclusion within the regional institutions of the Caribbean Community (CARICOM) and the Organisation of Eastern Caribbean States (OECS). This novel contribution to the Caribbean civil society literature uses these assessments to make a case for regularising state-civil society collaborative practices to enhance the quality of democracy in the region.
