Book excerpt: Excerpt from Report of Board of Illinois State Fish Commissioners, to the Governor of Illinois: September 30, 1886 Aside from the distribution before mentioned in rivers of the State, a very large number have been supplied this'as in former seasons, to applicants for ponds. We give in the appendix a list of those supplied, together with location, size of pond, etc. We keep a record of applications, each being numbered in order received. Each applicant is notified at once, upon receipt of his application, of the number and date of entry of such application. Applications can be made at any time of the year. Notice is duly sent each applicant before fish are sent him, as to date and manner of ship ruent. We have about six hundred applications now on file, await ing our annual distr1bution, which usually takes place in November. The number will no doubt agg 1egate fully as many as last season, as applications are still coming in freely, and many m01e will come after notice of distribution is published, which appears in one or more papers in each county annually. Of the success attending these distributions but little need be said. The fact that the lists Show an increase for each successive year is proof enough, we think, not only of the wide-spread interest in carp raising, but of its practicability as well. Book excerpt: Excerpt from Report of Board of Illinois State Fish Commissioners: To the Governor of Illinois; September 30, 1888 We beg leave to submit herewith our report as Board of State Fish Commissioners, from October 1, 1886, to September 30, 1888: Since our last report we have encountered adverse, as well as favorable seasons, for our work. The high water early in 1887, and continued high water in 1888, has afforded opportunity for demonstrating the flexibility of our methods, as well as the fact that nature has provided ample means for re-stocking our streams with fishes indigenous to them, without recourse to artificial means of re-production. In spring of 1887, the water was out of river banks early, and as it quickly receded, left only the spawn to hatch. As a consequence the pools, lakes, etc., were filled with young fry only, when our work of taking them for distribution commenced. But few mature fishes were found in the shallow waters. The spring of 1888 opened with plenty of rain, and un usually high water, not only in the rivers, but in all the streams throughout the State. The water in the Mississippi river going' over its banks early in the spring, and reaching the highest point, . But one, known in forty years. An immense area of land was, of course, submerged, and, as a consequence, every slough and hole along its banks were filled, and the fishes, seeking spawning grounds, filled them to repletion. Book excerpt: Excerpt from Report of Board of Illinois State Fish Commissioners, to the Governor of Illinois: Oct. 1, 1892, to Sept. 30, 1894 As a rule, the fishermen who Operate the nets and seines are but employés of firms and companies who own the outfits, and are either paid by the day as laborers or have a percentage of the fish caught, giving their labor as an offset to the use of the seines and nets used in the business. The appliances most commonly used are the wing net, hoop net (with bait), hoop net set, with wings and leads; pound net, basket, seine and trammel net, and in order to give a fair idea of the nature and extent of their use, we will give a brief statement as to how and where each is used. The wing net is commonly used in winging off, or shutting off a slough to prevent fish from coming out of the lakes and sloughs into the river. The wing usually has an opening at or near its center, which leads into a large hoop net, arranged with a funnel shaped contrivance so that all fish passing into it are secured. The net is raised at stated intervals during the day, the fish taken out and the net dropped back to continue its work. The net shutting off the slough is usually an old seine, held in place by stakes driven into the muddy bottom, and forms a fence, as it were, across the mouth of the slough. These sloughs are usually the outlet to a lake, and frequently to a chain of lakes, into which the fish run when the river is rising and during high water, and as the water declines they run back into the river again. It can be readily seen that it is simply an impossibility for a single fish to re-enter the river while such obstructions are in place. Where more than one outlet exists, each is shut off in the same manner. Of all the devices used this is the most pernicious, and against it we have used every means in our power, removing such obstruo tions wherever found, and where owners could be found they were' duly warned against replacing them. If. After such warning, they were again found in the waters, they were taken up by our wardens, and where ownership could be proven we followed by prosecution. However, should it be deemed advisable to establish such plants independent Of these institutions, there are various points on the several rivers of the State which Offer such advantages as to make the cost of installing plants small in comparison with the results to be obtained. These plants would be operated but for a few months in the season, and the cost for attendants would amount only to a nominal sum. This work would largely offset the constant drain on the natural resources made by the market fishermen, and it is a matter worthy of careful consideration whether or not propagation can be carried on to an extent sufficient to permit an entire open season for the taking of the coarse fish, with a limitation as to size only. While this work is in progress, the advantages Offered for pond culture could be utilized, and the propagation and distribution of bass. Crappie and kindred varieties carried on to an extent equal to our present work, and all waters given their natural proportion of the game varieties, which, in turn, would thrive all the better for the in crease Of the coarse fish. Much has been said by newspaper critics as to the carp and buffalo driving out or destroying the fine fish. To any one who has made even a superficial study of the life habits Of the fish mentioned this would seem an unadvised statement. To say the least, and an examination Of any of our inland lakes subject to over ow from the river would show the proportion of the two varie ties to be about as we have stated. A pond or lake devoted to black bass alone would show a few large fish only, in a short time, while very many more of all sizes and ages would be the result Of general pond culture in the same water area. Book excerpt: Excerpt from Report of the Illinois State Fish Commission, to the Governor of Illinois: September 30, 1884 Considerable fault has been found, at various times, with the Commission for taking the young fish from the Mississippi River for distribution throughout the State, it being claimed that we were robbing one section to benefit another. We desire to reiterate our former statement, that in no instance has a fish ever been taken from the Mississippi River, or any other, for distribution or any other purpose, that would not have either died on account of drying up of water or have frozen out left over winter. On the contrary, the Mississippi River is richer by millions of fish of all varieties every season than it would be if your Commission did not rescue them. But a very small proportion of fish taken are sent out; only the better qualities are selected, the residue, as before stated the larger part, are put into the river, or adjacent deep water. Our distribution has been as general and extended as possible. Wherever streams could be readily reached by railroad they have, in the main, received their proportion of fish. Not always perhaps at most desirable points, but in every case where, in the opinion of the messenger, they would find a permanent home.
