Book excerpt: In May 1993, an ad hoc committee was created to produce recommendations on the future of the Directorate of Defence Scientific Information Services (DSIS). The Committee first gathered data on the organization through interviews with the DSIS staff & customers, analyzed existing studies & surveys, scrutinized services & activities, scanned the organization's history, and searched the literature to learn more about the situation in allied countries. The Committee also contacted a representative from Health & Welfare Canada to discuss cost-recovery systems and a representative from the Canada Institute for Scientific & Technical Information to look into the possibility of transferring DSIS to that organization. Part I of this report details that research. Subsequently, the committee analyzed the data and drew recommendations as responses to the specific questions that had to be answered about the DSIS mandate. That analysis & recommendations are reported in Part II.
