Book excerpt: This report describes a research study in which techniques were developed for prediction of underseepage conditions for special cases of levee and foundation geometry. The differential equations for levee underseepage were derived and programmed in finite difference form for three special cases of boundary conditions. The developed programs allow analyses that are not restricted to the boundary conditions assumed in the conventional, closed form solution, i.e., two foundation layers of uniform thickness with horizontal boundaries. The three special cases of foundation conditions that can be analyzed are as follow: a) Foundations consisting of three layers of uniform thickness with horizontal boundaries and differing horizontal and vertical permeability in each layer. b) Foundations consisting of two layers of nonuniform thickness with irregular boundaries, and c) Levee reaches where the levee alignment bends or forms a corner. Capabilities of the techniques and programs are demonstrated by comparing theoretical solutions to observed performance at eight field locations where piezometric data are available. At each location, the field permeability ratio was estimated by varying program input and seeking a match between the program output and actual observed performance.

Book excerpt: A FORTRAN 77 computer program (LEVSEEP) was developed to analyze levee underseepage on IBM PC compatible microcomputers with an 8087 math coprocessor. The software and associated equipment plots cross sections and piezometer data; calculates seepage flow and substratum pressure; analyzes landside berm, river side blanket, cutoff and relief well control measures; and finally, estimates the construction cost o these alternatives. The results of example computer calculations agree favorably with hand solutions. The procedures for berm and relief well analysis reflect the current CE guidance in EM 1110-2-1913. The method of fragments is used for the analysis of cutoff. Riverside blanket analysis are based on procedures presented in the WES Technical Memorandum 3-424. The products are recommended for practical use by Corp's Districts having problems with flood control levees. (KR).

Book excerpt: This study was conducted in response to a problem definition workshop held in April 1984 for the Repair, Evaluation, Maintenance, and Rehabilitation (REMR) Research Program, Rehabilitation Alternatives to Control Adverse Effects of Levee Underseepage. The following research need was determined to have one of the highest priorities: Emergency flood flight guidance for observing underseepage and employing remedial actions. Documented in this report are the basic levee inspection responsibilities and flood fighting techniques of the Mississippi River Valley Districts (Rock Island, St. Louis, Memphis, and Vicksburg) and the Levee Boards. The need for a consistent terminology for the severity of underseepage, better flood fight training for young engineers, and better mobility for inspection were the main problems identified in this report. The following terminology is recommended as a standard to describe the severity of underseepage: Light - area is wet; Moderate - running water is observed; Heavy - pin boils (small pipe openings without sand cones) with running water; Sand boils - any pipe opening with sand cones; Large boils - sand boils with pipe openings 12 inches or more in diameter (size described by diameter of pipe opening).

This version of the program includes a two-layer analysis model for levees with a top blanket over a pervious foundation. The software calculates seepage flow and substratum pressure for either physical and geometric properties (initial conditions) or field piezowmeter readings; analyzes the effects of various control measures (namely, landside berms, riverside blankets, cutoffs, and relief wells); plots cross sections, piezometer data, and control measures; provides quantity and cost estimates of each of these control measure alternatives; and gives a complete summary of all calculations. The procedures for berm analysis employed within LEVSEEP reflect the current Corps guidance discussed in EM 1110-2-1913 (Headquarters, Department of the Army 1978). The procedures for riverside blanket analysis are as presented in TM 3A24 (U.S. Army Engineer Waterways Experiment Station 1956). Procedures for analysis of cutoffs are based on the method of fragments as presented by Harr (1962). The procedures for relief well system analysis reflect Corps guidance as presented in EM 1110-2-1913. Specific equations and procedures used for well analysis were taken from TM 3A24 and Engineer Bulletin 55-11 (Headquarters, Department of the Army 1955). The well procedure is for infinite, partially penetrating, or fully penetrating well systems under artesian flow; it does not apply to finite length systems or pumped systems. Example problems and case studies are presented LEVSEEP provides a convenient analysis tool that should allow designers to approximately model actual field conditions. However, flood protection is a complex system involving design, construction, maintenance, and performance evaluation of levees.

Analysis algorithms implemented in LEVEEMSU are based on numerical modeling of the flow domain, and subsurface geologic conditions can be idealized from two-layer or three-layer representation with a unit length. With the program LEVEEMSU, levee underseepage analyses can be performed while irregular finite and infinite geometry, variable blanket permeability, lines of relief wells, and landside and riverside ditches and borrow pits are considered. In general, parameter studies with application of the analysis model to problems with ditches and relief wells indicated that the program exhibits consistent behavior. Magnolia Levee, located in Huntington District, and Sny Island Levee, located in Rock Island District, were selected as case studies to demonstrate the application of the two-layer and three-layer models, respectively. Results of the case studies emphasized the importance of accurate characterization of the foundation sublayers. LEVEEMSU provides a convenient analysis tool that should allow designs to approximately model actual field conditions. However, flood protection is a complex system involving design, construction, maintenance, and performance evaluation of levees. The use of LEVEEMSU can provide flexibility in exploring the influence of varying key analysis parameters on the predicted results. Such a flexibility can lead to reevaluation of design criteria with the benefit of reducing cost and improved safety. (MM).

Book excerpt: The purpose of this study was to investigate the relationship between vegetation and the structural integrity of river levees. A specific objective was to determine the distribution of roots within levee embankments, and how these roots alter properties of levee embankments and affect their resistance to mass wasting, surficial erosion, piping, etc. With this information, engineering criteria can be developed in the future that may allow additional vegetation to remain on levee embankments where sufficient effort can be made for levee inspection. Current Corps of Engineers guidelines for levee maintenance and operation limit vegetation on the embankment to sod-forming grasses 2 to 12 in. in height to provide for structural integrity, visual inspection, and unhindered flood fight access to levees. Root concentrations and distributions were determined using the profile-wall method in which root cross sections were exposed in the vertical wall of an excavated trench. Transects were excavated running both parallel and perpendicular to the crest of the levee through areas dominated by different woody plant species typical of riparian vegetation. Plant roots reinforce the levee soil and increase shear strength in a measureable manner. A shear strength increase or root cohesion can be estimated from the root biomass per unit volume or alternatively from the root area ratio.
