Using a semiparametric fixed-effects Tobit model, we regress patent counts on a series of policy variables within a state and a spatially weighted average for each of these policies implemented in other states. We develop a lower bound for the marginal effects and find important differences across policy types. For renewable portfolio standards, overall demand matters. Policies in other states increase innovation, but own-state policies do not. In contrast, for financial incentives such as tax incentives and subsidy policies, own-state policies induce innovation.

This paper analyzes the forces that drive innovation in one such market, renewable energy technologies, utilizing the theory of induced technological innovation. Specifically, this paper operationalizes the determinants of innovation to consist of: 1) private market forces, 2) public policy that influences price and market size, and 3) public policy that catalyzes R & D investment. Analysis is conducted using a negative binomial regression to determine which of the three foundational determinants has the greatest impact on renewable energy innovation. In so doing this paper builds off of work conducted by Johnstone et al. (2010). Innovation is measured using European Patent Office data on a panel of 24 countries spanning the period from 1978-2005. The implications of this study are straightforward; policies, not market forces, are responsible for driving innovation in renewable energy technologies. Market-oriented policies are effective for mature technologies, particularly hydro, and to a lesser extent wind and solar power. R & D-oriented policy is effective for a broader technology set. In short, the United States needs a comprehensive policy environment to support renewable energy innovation; market forces alone will not provide the pace and breadth of innovations needed. That environment can and should be strategically targeted, however, to effectively allocate scare resources.

Book excerpt: Renewable Portfolio Standards (RPS) in the United States are politices designed to increase the usage of renewable inputs for electrical power generation. Prior literature (Fu et al 2018) has measured the effect of these policies on generating innovation in related technologies, finding no significant effect on patent counts, one of the key measurements for innovative activity in a scientific field. I investigate if the explanation for this lack of increased innovation in response to the policies is because higher levels of prior innovation predict the adoption of the policy. I consider both renewable energy patenting and fossil fuel patenting by in-state firms and find that higher renewable energy patenting significantly predicts adoption of a binding policy, while higher patenting in fossil fuels categories increases the probability of a state adopting a non-binding policy. The policy preferences of citizens within a state remained significant when including the prior patenting.

Book excerpt: Technological changes in renewable energy technologies play an important role in the context of climate change as they contribute to a reduction of technology costs and lead to an increasing market penetration of emission reducing technologies. This paper provides a comprehensive literature review highlighting numerous motivations and necessities underlying the introduction of renewable energy policies. Starting with a brief overview on the induced innovation hypothesis, we show that policy intervention has been an effective tool to change relative prices, thus, incentivizing innovation, but that also various influencing factors are at play. We show that the literature agrees on the need for specific renewable energy policies in order to overcome concomitant market failures and barrier. We highlight that technology specific policies are generally understood as necessary complements to environmental non-technology specific policies in order to generate adequate demand in energy markets. However, in that respect, we outline the ongoing debate on the effectiveness of different technology specific policies on the demand-pull side and the role of technology-push policies. Additionally we provide a summary on methodological approaches to measure policy efforts and technological change respecting different impact levels and stages within the technological change process. Finally, by focusing on international competitiveness and technology cost we highlight two aspects of the effects renewable technology innovation and respective policy support.

We use a novel dataset, making use of the IPC Green Inventory of the World Intellectual Property Organization (WIPO) to analyze four broad categories of green energy technologies including alternative energy production technologies, energy conservation technologies, and green transportation. We use these data to look at how patent families and PCT international patent applications have evolved in this field in recent years. We find that energy innovation-related patenting has first expanded exponentially up until 2013, both in terms of the total number of patent families and PCT international patent applications in green energy technologies. Yet this period of accelerated growth in the number of published green energy patents has been followed by a period of deceleration—even a slow decline. Although most green energy technologies have seen a downward trend in the annual number of patents published since 2012, the decline has been most pronounced in nuclear power generation technologies and alternative energy production technologies. The latter notably include renewable energy technologies, such as solar and wind energy, and fuel cells. In contrast, patents in energy conservation technologies and green transportation technologies have continued to grow, but at a slower pace.
