The reader is referred for details and additional phases of each topic to the three-volume report of the Congress, containing the full statements of the eight commissions as finally edited, with the correctives due to the discussions of the Congress incorporated in the text. To Commission I on Survey and Occupation, whose Chairman was Mr. E. T. Colton, was entrusted the important task of laying before the delegates the results of its careful investigation of the varied conditions bearing directly or indirectly upon the missionary occupation of Latin-American lands.
