The conventional arguments for protectionism have been discredited but not banished. And free trade faces strong new challenges from a variety of groups, including environmentalists and human rights activists as well as traditional lobbies who wrap their agendas in the language of justice and rights. These groups, claiming a general interest and denouncing free trade as a special interest of corporations and other capitalist forces, have organized large and vocal protests in Seattle, Prague, and elsewhere. Based on his acclaimed Stockholm lectures and picking up where his widely influential Protectionism left off, Jagdish Bhagwati applies critical insights from revolutionary developments in commercial policy theory--many his own--to show how the pursuit of social and environmental agendas can be creatively reconciled with the pursuit of free trade. Indeed, he argues that free trade, by raising living standards, can serve these agendas far better than can a descent into trade sanctions and restrictions. In March 2018, over 40 countries signed the African Continental Free Trade Area (AfCFTA) agreement. Once fully implemented, the AfCFTA is expected to cover all 55 African countries, with a combined GDP of about US$2.2 trillion. This SDN takes stock of recent trade developments in Sub-Saharan Africa and assesses the potential benefits and costs of the AfCFTA, as well as challenges to its successful implementation. In addition to increased trade flows both in existing and new products, the AfCFTA has the potential to generate substantial economic benefits for African countries. These benefits include higher income arising from increased efficiency and productivity from improved resource allocation, higher cross-border investment flows, and technology transfers. Besides lowering import tariffs, to ensure these benefits, African countries will need reduce other trade barriers by making more efficient their customs procedures, reducing their wide infrastructure gaps, and improving their business climates. At the same time, policy measures should be taken to mitigate the differential impact of trade liberalization on certain groups as resources are reallocated in the economy and activities migrate to locations with comparatively lower costs.

The main source for this translation is the seven-volume "Oeuvres completes de Frederic Bastiat," published in the 1850s and 1860s. The present volume, most of which has never before been translated into English, includes Bastiat's complete correspondence: 207 letters Bastiat wrote between 1819, when he was only 18 years old, until just a few days before his untimely death in 1850 at the age of 49. For contemporary classical liberals, Bastiat's correspondence will provide a unique window into a long-forgotten world where opposition to war and colonialism went hand-in-hand with support for free trade and deregulation. Bastiat's numerous letters to Richard Cobden, a Member of Parliament and best known today as the leader of the British Anti-Corn Law League, chronicle the profound effect the Anti-Corn League had on Bastiat. The League's success in mobilizing a popular movement in England to pressure the British government into abolishing the very protectionist "corn laws," in 1846, inspired Bastiat to emulate the League's success in France by starting his own free-trade movement. "The Man and the Statesman "also includes articles and other writings on politics and current events that showcase Bastiat's talent as a theoretician, a pamphleteer, a journalist, and a deputy (Member of Parliament) of the nascent French Second Republic. Free Trade and Prosperity offers the first full-scale defense of pro-free-trade policies with developing countries at its center. Arvind Panagariya, a professor at Columbia University and former top economic advisor to the government of India, supplies a historically informed analysis of many longstanding but flawed arguments for protection. He starts with an insightful overview of the positive case for free trade, and then closely examines the various contentions of protectionists. One protectionist argument is that "infant" industries need time to grow and become competitive, and thus should be sheltered. Other arguments are that emerging markets are especially prone to coordination failures, they are in need of diversification of their production structures, and they suffer from market imperfections. The panoply of protectionist arguments, including those for import substitution industrialization, fails when subject to close logical and empirical scrutiny.
