Book excerpt: This book explores the advantages of and challenges concerning Special Religious Education (SRE) in multicultural Australia and argues for the need for General Religious Education (GRE) as well. Through the lens of the most recent scholarship, and drawing on an in-depth qualitative study and specific case studies, the book examines the current debate on the role of religious education within government schools. It addresses key concepts of values education, spirituality, health and wellbeing, and cultural and religious identity. It analyses why it is important to retain SRE, together with GRE, as government policy. It explores highly relevant, controversial and contested issues regarding SRE, including the 30% of Australia’s population who declare themselves as having “no religion”, and brings fresh insights to the table. While secularization has increased in both the national and international spheres, there has also been an increase in fundamentalism within religious beliefs. Events such as the September 11 terror attacks and the more recent mass shootings by white supremacists and eco-fascists in Christchurch, New Zealand, and Pittsburgh and San Diego in the USA are reminders that religion is still a major actor in the twenty-first century. This poses new challenges for the relationship between church and state, and demonstrates the need to revisit the role of religious education within government schools. While the importance of GRE is generally acknowledged, SRE has increasingly come under attack by some researchers and teacher and parent bodies as being inappropriate and contradictory to the values of the postmodern world. On the other hand, the key stakeholders from all the faith traditions in Australia wish to retain the SRE classes in government schools. The book addresses this burning issue, and shows that it is relevant not only for Australia but also globally.

The volume emphasizes a student-centred approach, viewing any kind of ‘RE’, or its absence, as a formative lived experience for pupils. It stresses a bottom-up, sociological and ethnographic/anthropological research-based approach to the study of RE, rather than the ‘top down’ approaches which often start from prescriptive legal, ideological or religious standpoints. The twelve chapters in this volume regard RE as an entity that has multiple and contested meanings and interpretations that are constantly negotiated. For some, ‘RE’ means religious nurturing, either tailored to parental views or meant to inculcate a uniform religiosity. For others, RE means learning about the many religious and non-religious world-views and secular ethics that exist, not promoting one religion or another. Some seek to avoid the ambiguous term ‘religious education’, replacing it with terms such as ‘education about religions and beliefs’ or ‘the religious dimension of intercultural education’.

Special Religious Education and Special Education in Ethics Special Religious Education (SRE) as distinct from general studies of religion has been provided in NSW Government schools since the nineteenth century. Special Education in Ethics (SEE) has been available since 2011. Section 32 of the Education Act (1990) says that âIn every government school, time is to be allowed for the religious education of children of any religious persuasion.â It further says that No child at a government school is to be required to receive ... special religious education if the parent of the child objects to the childâs receiving that education. Section 33A of the Education Act (1990) allows for SEE as a secular alternative to special religious education at government schools where parents object to their child receiving special religious education, it is reasonably practical to be made available and the parent requests the child to receive it. SEE is only offered in primary schools. The independent Review In 2014, the Department of Education (DoE) commissioned an independent review of the implementation of SRE and SEE classes in NSW Government schools âto examine the implementation of SRE and SEE and report on the performance of the Department, schools and providersâ. The Review used a comprehensive mix of methods to collect quantitative data across all schools, and the wider community, as well as in-depth and qualitative data from key stakeholders. The methods were chosen to allow all interested stakeholders and the community the opportunity to present their views so that the findings and recommendations are based on a systematic and balanced assessment. Evidence was reviewed and data collected between December 2014 and September 2015. Overall, the Reviewers are confident that the findings from these methods reflect the broad patterns of implementation of SRE and SEE and provide a sound basis for addressing the Terms of Reference and making suitable recommendations. The methods were implemented effectively and there was a high degree of consistency between the wider findings from the surveys; the interviews/ group discussions with significant stakeholders; and the on-ground findings from the local case studies. The data from the online contribution portals is less balanced and has been used with caution, but it is generally not inconsistent with the other methods, and has been useful in raising issues. Book excerpt: The NSW Protestant school and religious effect: English teachers and beyond explores some effects of religion on the delivery of education in NSW Protestant Schools. Its first purpose is to explore the social implications of the rising phenomenon of religion intersecting with Australian education. Secondly it seeks to evaluate the degree to which some religious goals are being attained in Protestant schools, and to what effect. This thesis by publication first examines the contemporary shift from government to non-government schooling in Australia and religious aspects of the history of 19th Century Australian education in the social settlement of government schools. The research then moves to measurement, suggesting methods for researching religious schools, and drawing on a field sample of 214 English teachers in a mixed method study. Fundamentalism in Protestant schools is then evaluated, as is the practice of text censorship. The theory and practice of teaching literary and Biblical canon in Schools is also studied, and the thesis concludes by observing measureable religious effects, but few great differences between Protestant schools and the general social mien. Rather, I argue that the rise of Protestant schools may be partly attributable to parents seeking to reengage with an old Australian civic middle class consensus, rather than for explicit religious reasons. NSW Protestant schools appear to be just one part of a much broader shift in the Australian way of life: religion in education forming a new fulcrum of beliefs about the state and society, and the citizen-negotiator.
