Book excerpt: Excerpt from Relative to Quarantine and the Public Health of the City and Port of New York The following compilation has been prepared under the direction of the Commissioners of Quarantine, appointed by chapter 398 of the Laws of 1864. The Quarantine Act of 1863 wrought a great and radical change in the laws previously existing, relating to the public health. It introduced many provisions which were entirely new, and re-enacted, with some slight modifications, many of those contained in prior statutes. But as it did not specifically repeal any law in force at the time of its passage, it often required careful examination and comparison to determine whether the new law had taken away powers conferred upon the officers of health by previous enactments. To facilitate such examination and comparison, a compilation which should present all the laws relating to quarantine in convenient form for reference, under appropriate heads, became necessary. It has been the design of the compiler to so classify and arrange the quarantine code, that every provision in the several statutes relating to the public health of the city and port of New York, which is now in force, may be found under its appropriate head. Those portions of the laws passed prior to 1863, which have manifestly become inoperative under the new provisions of that act, have been omitted. While of the actual causes of the plague we are, in the opinion of the most eminent members of the medical profession, still profoundly ignorant, yet there seems to be a general consensus that it is transmissible, and such being the case, quarantine in some shape or other is, as a preventive, a logical consequence. The complete suspension of all communication with an infected country, or even the isolation of suspected or infected persons at a reasonably remote distance, and during a sufficiently long period, together with a complete disinfection of all objects supposed to be tainted with infection, has been generally recognized as a means of undoubted efficacy. In the early part of the present fiscal year this disease threatened to become epidemic in the southern part of the United States, particularly in cities of the Gulf coast, but prompt and radical measures applied to local conditions in Galveston, Beaumont, and Pensacola, where the disease had gained a foothold, and the continuation of the measures already in force in New Orleans, served to avert its spread. Yellow fever foci were reported during the year in widely scattered areas on both the eastern and western coasts of Mexico, the eastern coast of Central America, and certain portions of the Atlantic and Pacific coasts of South America. In spite of close and active com mercial relations with infected ports, and the occurrence of five cases of this disease on ships arriving at domestic ports situated in infectible territory, the disease was successfully excluded from our country.
