Book excerpt: Scholarship on child welfare has found placement instability to be a major risk for foster youths’ later development and well-being. However, there have been mixed findings regarding the effect of placement type (relative or non-relative foster homes) on placement instability. Further, little is understood about how the child’s race/ethnicity shapes this relationship. To fill this knowledge gap, the present study seeks to answer the following research questions: (1) How does placement stability rate differ between children in relative care versus non-relative care? (2) How does placement stability rate differ across foster children’s race/ethnicity? (3) How does the placement type interact with the relationship between child’s race/ethnicity and stability rate? This study used nationally representative data from the 2018 Adoption and Foster Care Analysis and Reporting System (AFCARS). T-test and logistic regression results confirm that both placement type and child’s race/ethnicity are significant predictors of placement instability. Furthermore, significant interaction effects between the child’s race/ethnicity and placement type were found. These findings suggest that stability rate significantly differs by child’s different racial/ethnic group membership as well as the type of placement setting. We also found that placement with relatives is a significant moderator in the relationship between child’s race/ethnicity and placement stability. Future research should further examine the relationship between child’s race/ethnicity, placement with relatives, and placement stability to inform culturally relevant child welfare practices.

Book excerpt: Many foster children experience numerous placements while in out-of-home care; some up to fifteen in an 18 month period (Newton, Litrownik, & Landsverk, 2000). Placement stability is important for children to find permanent families, and for social, emotional and educational development of children. This study used the National Survey of Child and Adolescent Well-being (NSCAW) data set to examine foster child and caregiver characteristics, and the caregiver-child relationship as a predictor of placement stability in the long term foster care general sample. Logistic regression was performed with the Complex Samples add-on to appropriately weight the NSCAW sampling. Children who were placed in foster homes or kinship homes and who had not been returned home at the Wave 3 interview were included in the study. The sample consisting of 562 children was divided into three groups based on age: Early Group 1, childhood ages 1to 5, group 1;Group 2, Middle childhood ages 6 to 10, group 2; Group 3, Adolescence ages 11 to 18, group 3. Results are consistent with previous studies in that children in early childhood and middle childhood who were placed in foster homes were 83% and 87% less likely to achieve placement stability than children in kinship homes, respectively. In early childhood, each additional household member reduced the odds of achieving placement stability by 35%. The caregiver-child relationship did not predict placement stability.

Initiated in 1972, it was continued in 1979, 1984, and 1991. Cumulatively, these four phases trace the subjects from early childhood into young adulthood. This is the only extended study of this controversial subject. Simon and Altstein provide a broad perspective of the impact of transracial adoption and include profiles of the families involved in the study. They explore and compare the experiences of both the parents and the children. They identify families whose adoption experiences were problematic and those whose experiences were positive. Finally, the study looks at the insights the experience of transracial adoption brought to the adoptive parents and what advice they would pass on to future parents adopting children from different racial backgrounds. They include the reflections of those adopted included in the 1972 first phase, who are now adults themselves. This second edition includes a new concluding chapter that updates the fourth and last phase of the study. The authors were able to locate 88 of the 96 families who participated in the 1984 study. Bringing together all four phases of this twenty-year study into one volume gives the reader a richer and deeper understanding of what the experience of transracial adoption has meant for the parents, the adoptees, and children born into the families studied. This landmark work, will be of compelling interest to social workers, policy makers, and professionals and families involved on all sides of interracial adoption. Rita J. Simon is university professor in the School of Public Affairs at the Washington College of Law at American University. She is editor of the journal Gender Issues and author of The American Jury, The Insanity Defense: A Critical Assessment of Law and Policy in the Post-Hinckley Era (with David Aaronson), In the Golden Land: A Century of Russian and Soviet Jewish Immigration, Social Science Data and Supreme Court Decisions (with Rosemary Erickson), and Abortion: Statutes, Policies, and Public Attitudes the World Over. Howard Altstein, a professor in the School of Social Work at the University of Maryland, is the co-author of Intercountry Adoption: A Multinational Perspective. Factors such as parental attitudes and behaviors, socioeconomic status, household structure, among others, are a large part of understanding family outcomes. These factors have also been found to play a role in the overrepresentation of certain racial and ethnic groups in the child welfare system. In this dissertation, I explore the structural and cultural processes that influence the risk factors which result in the disproportionate placement of racial and ethnic minority children in the child welfare system. These processes have been categorized as the following risk factors: (a) individual and family, (b) community, and (c) systemic or organizational risk. However, researchers have not fully explored these risk factors within the spectrum of a culture-structure nexus; I focus on individual, family, and community risk factors in this research. Culture and social structure are relevant to the debate about disproportionality because national-, state-, and county-level data often reveal that families who are more likely involved in the child welfare system are those living in poverty and/or are of minority status who face many social problems that contribute to their continued disadvantaged position in American society. I focus on black families since research indicates that there is a disproportionate involvement of African American children in foster care compared to their presence in the general population. Using in-depth interviews, ethnographic observations, the comparative case method, and state-level (i.e, New York) data, I investigate the forces that contribute to the high relative rate of removal of biological children from African American homes resulting in out-of-home placement in Erie County, New York. Results suggest that both culture and structure are important in understanding variations in outcomes of the urban poor. Indeed, the problem of the placement of children into foster care have both structural and cultural origins that work in conjunction with each other but structural factors are precursors to cultural ones. Families who experienced placement of their children into foster care exhibited a lack of strong, intimate social networks compared to families who did not experience placement of their children. Moreover, my research indicates that when social relationships and social networks are not robust and fully functioning, disadvantage for parents is often a result. This disadvantage may be in the form of risk factors such as neglect and substance and physical abuse where parenting skills and techniques are not developed, taught, or observed; they may even be totally absent. I also find evidence of the social reproduction of foster care placement from one generation to the next but that the transmission of a certain type of habitus, cultural capital, and agency can help mitigate against this occurrence. In this study, I raise important methodological, theoretical, and policy issues.
