Book Perspectives and Guidelines on Food Legislation

Download or read book Perspectives and Guidelines on Food Legislation written by Jessica Vapnek and published by Food & Agriculture Org.. This book was released on 2005 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: The increasing globalization of food trade and the harmonization of food standards and food safety rules have led to significant changes in the international and national regulatory frameworks for food. There is an increasing recognition of the need to integrate and improve coordination of regulatory activities among national and international bodies for better protection of human, animal and plant life and health without creating unnecessary barriers to trade. In addition, catastrophic outbreaks of food-borne disease have sparked increasing attention to the regulatory frameworks for food safety and food trade in the global arena. These developments have given rise to new legislative needs. National regulatory frameworks have to be adjusted to meet international and regional obligations, while the distribution of responsibilities for the food sector requires rigorous review. The present text draws on FAO's experience in providing technical assistance to governments developing new food laws and regulations, setting out and examining the many elements of the national system which should be taken into account in a comprehensive review of national regulatory frameworks for food. Towards that end, the text offers concrete recommendations for the preparation of a basic national food law, including three variants of a new model food law.

Book excerpt: Excerpt from Reinventing the Federal Food Safety System, Vol. 2: Hearings Before the Human Resources and Intergovernmental Relations Subcommittee and the Information, Justice, Transportation, and Agriculture Subcommittee of the Committee on Government Operations, House of Representatives, One Hundred Third Congress If fda is to achieve optimum effectiveness in efforts to regulate the Nation's food supply, it activities must be properly coordinated with those of other governmental and non-governmental entities which share responsibility for the safety of foods. 'these relationships benefit the Agency's regulatory efforts in several ways. They provide opportunities for fda to increase its surveillance coverage of foods and cosmetics, expand its research activities, gain access to needed research facilities, as well as provide increased access to safety, surveillance, and food consumption data. For FY 96, one important objective will be to continue efforts to improve collaboration and coordination with the States to promote consistency of interpretation among the States and fda in the food safety program. This will include a continuation of efforts to promote the adoption by States of the The Food Code as the most effective and efficient means of ensuring food safety at the retail level. Another objective will be to promote the formation and support of interagency working groups and committees those currently involved in Microbiological Hazards, Chemical Contaminants.
