Book excerpt: "Queensland is one of the largest generators of waste in Australia with the highest amount of waste per capita of any state. In 2008, a reported 32.6m tonnes of waste was generated in Queensland, an increase of 40 per cent since 2003-04. Over the same period, the state’s population only increased by 10 per cent and retail turnover increased by 21 per cent. Waste management today is a key consideration for all governments and local councils across Australia. If waste is not managed properly, it can lead to contamination of soil, surface water, groundwater and air, and have negative impacts on the health of humans and animals. In Queensland, responsibility for environmental protection rests largely with the Department of Environment and Resource Management (DERM). Under the Environment Protection Act 1994, DERM is responsible for the protection of Queensland's unique environment while allowing for ecologically sustainable development. DERM administers and enforces ecologically sustainable development through a range of strategies, one of which is a licensing system for activities that will or may release contaminants into the environment that could cause environmental harm. This performance audit assessed whether DERM effectively administers and enforces the legislation aimed at mitigating the risk of harm to the environment from waste. The audit examined the administration of applications for development approvals and registration certificates, compliance monitoring and enforcement activity, and performance reporting and evaluation"--P. 1.
