Download or read book Regulatory management communication about technologybased innovations can be improved written by and published by DIANE Publishing. This book was released on 2001 with total page 39 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the past several years, information technology (IT) has played an increasingly important role in how federal agencies interact with the public and accomplish their missions. Sometimes referred to as electronic government or E-gov, the use of IT has already changed how public policy is developed and administered in a variety of areas and has the potential to introduce even more changes in the future. One area of public policy that is beginning to feel the effects of IT is regulatory management, which includes such interrelated processes as rulemaking, compliance assistance, information collection and dissemination, and regulatory enforcement. The use of IT in regulatory management can reduce regulatory burden; improve the transparency of regulatory processes; and, ultimately, facilitate the accomplishment of regulatory objectives.

Download or read book Transnational Policy Innovation written by Fabrizio De Francesco and published by ECPR Press. This book was released on 2024-10-31 with total page 126 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the role of the OECD in diffusing policy innovations. Through the study of regulatory impact analysis (RIA), it shows how transnational networks affect national policy process. De Francesco's analytical framework encompasses the institutional features as well as internal and international determinants of a policy innovation such as RIA. Drawing on original data sets, three empirical analyses assess to what extent government decisions to adopt, implement, and evaluate RIA were driven by the OECD. Transnational Policy Innovation argues that concepts of policy innovation diffusion provide a useful framework for understanding the dynamics of transnational governance. It shows that the OECD has been successful in framing and diffusing a template of evidence-based decision making. However, downplaying RIA as an instrument of political control has limited the influence of the OECD's peer review and comparative indicators on the administrative and institutional setting.

Download or read book Regulatory quality in Europe written by Claudio Radaelli and published by Manchester University Press. This book was released on 2013-07-19 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Union and its member states are investing in ambitious programmes for ‘better regulation’ and targets of regulatory quality. This book, available in paperback for the first time, lifts the veil of excessively optimistic propositions covering the whole better regulation agenda. It provides an innovative conceptual framework to handle the political complexity of regulatory governance. It approaches better regulation as an emerging public policy, with its own political context, actors, problems, rules of interaction, instruments, activities and impacts. Focusing on the key tools of impact assessment, consultation, simplification, and access to legislation, the authors provide fresh empirical evidence on the progress made in the member states and in Brussels, drawing on an extensive research project and an original survey of directors of better regulation programmes in Europe. Radaelli and De Francesco show how indicators define, measure, and appraise better regulation policy, linking measures to policy processes in which the stakeholders learn by monitoring. Although better regulation is a top priority for competitiveness in Europe and the legitimacy of EU policy, the level of commitment and the development of tools vary considerably. The major challenge for better regulation is institutionalisation - this calls for clear choices in terms of what the EU wants from better regulation. Essential reading for academics (political scientists, lawyers, and public economists) and policy-makers in charge of regulatory reforms in governments and international organisations.

Download or read book Regulatory reform compliance guide requirement has had little effect on agency practices written by and published by DIANE Publishing. This book was released on 2001 with total page 55 pages. Available in PDF, EPUB and Kindle. Book excerpt: Section 212 does not appear to have had much of an impact in the agencies and years that we examined, and its implementation has varied across and sometimes within the agencies. The statute gives agencies broad discretion to decide which of their rules require compliance guides, what has to be in the guides, how they are developed, when they have to be published, and how they are distributed to affected small entities. Using that discretion, an agency could legally exclude all of its rules from coverage by the statute, designate a previously published document as its small entity compliance guide, or develop and publish a guide with no input from small entities years after the covered rule takes effect. Some of the ineffectiveness and inconsistency in the implementation of section 212 are traceable to the broad discretion provided to agencies in the RFA regarding the term significant economic impact on a substantial number of small entities. Although a single, rigid definition of this term may not be feasible, we believe that some additional clarity can be provided. Other problems with the compliance guide requirement are traceable to section 212 itself. We offer suggestions on how Congress may wish to amend the statute to make clear when agencies must prepare a compliance guide under section 212 and the meaning of key terms in the statute.
