Any method should satisfy certain criteria - maintaining the productivity of the resource, economic performance and equity (or social needs). The methods of achieving these objectives are reviewed; they include the setting of catch limits, direct control of fleet capacity (e.g. restricting the number of fishing units), indirect measures (mesh size, closed areas), financial measures and the establishment of property rights to fishing areas or quantities of fish. The advantages and disadvantages of each approach are discussed in the light of the established criteria and appropriate techniques are given for six specific types of fisheries.

Book excerpt: This report deals with the general problem of regulating fishing effort and, in particular, with methods of controlling the expansion of fishing capacity in commercial fleets. In the first part, the author exposes the rationale for government intervention and the various management problems which may have to be considered by a regulatory policy; he then identifies a number of criteria that are likely to guide governments in a selection of alternative approaches to management. Part II deals more directly with policy development in Mediterranean trawl fisheries; it summarizes current arrangements in several countries and suggests management measures which might help in solving the problems of overcapacity which affects the trawl fishery, leaving to the countries the choice of appropriate measures according to their own socio-economic and political context.

Book excerpt: Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.

Book excerpt: Concerns over the potential ecological effects of fishing have increased with the expansion of fisheries throughout the marine waters of the United States. Effects of Trawling and Dredging on Seafloor Habitat describes how assessment of fishing impacts depends on gear type, number and location of bottom tows, and the physical and biological characteristics of seafloor habitats. Many experimental studies have documented acute, gear-specific effects of trawling and dredging on various types of habitat. These studies indicate that low mobility, long-lived species are more vulnerable to towed fishing gear than short-lived species in areas where the seabed is often disturbed by natural phenomena. Trawling and dredging may also change the composition and productivity of fish communities dependent on seafloor habitats for food and refuge. The scale of these impacts depends on the level of fishing effort. This volume presents color maps of fishing effort for all regions with significant bottom trawl or dredge fisheries-the first time that such data has been assembled and analyzed for the entire nation.

Updated as of May 29, 2018 This final rule implements a management framework for specifying catch and effort limits and accountability measures for pelagic fisheries in the U.S. Pacific territories of American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI). Using the established framework, NMFS is also specifying a catch limit of 2,000 metric tons (mt) of longline-caught bigeye tuna for each territory for 2014. A territory may allocate up to 1,000 mt of that limit to eligible U.S. longline fishing vessels. This final rule also makes several technical administrative changes to the regulations and announces the effectiveness of collection-of-information requirements. This action is consistent with international objectives of ending overfishing of bigeye tuna, while allowing for the limited transfer of available catch limits between U.S participating territories and eligible U.S. fisheries, consistent with the conservation requirements of the bigeye tuna stock.
