Whilst a number of high profile fires during the seventeenth century had drawn attention to the economic havoc a major conflagration could wreak, it was not until the effects of sustained industrialization began to alter the economic and social balance of the nation, that fire insurance really took off as a concept. The culmination of ten years of research, this book is the definitive work on early British fire insurance. It also provides a foundation for future comparative international studies of this important financial service, and for a greater level of theorising by historians about the relationship between insurance, perceptions of risk, economic development and social change. Through a detailed study of the archives of nearly 50 English and Scottish insurance companies founded between 1696 and 1850 - virtually all the records currently available - together with the construction of many new datasets on output, performance and markets, this book presents one of the most comprehensive histories ever written of a financial service. As well as measuring the size, market structure and growth rate of insurance, and the extent to which the first industrial revolution was insured, it also demonstrates ways in which insurance can be linked into wider issues of economic and social change in Britain. It espouses a definition of space that is heterogeneous (an object or system consisting of a diverse range of different items). An example of heterogeneous space, for instance, is Manhattan where complex and multiple social and technological conditions are overlaid. (This is to be contrasted with highly centralised and ordered Modernist cities.) With the onset of globalisation and the Web, heterogeneneous space, with its emphasis on differentiation, is more relevant to the contemporary condition, which encourages the mixing of space, than a much more static conception of Modernist space. This book foregrounds spatial issues and the potential of heterogeneous space through a threefold strategy: 1) Its compilation of seminal essays on the discourse of heterogeneous space. These are to include previously published key texts by Reyner Banham, Andrew Benjamin, Robin Evans, Jeff Kipnis and Henri Lefebvre, as well as new texts by important contemporary commentators, such as Mark Cousins, Werner Durth and Anthony Vidler. 2) By commenting on these seminal texts and drawing links between them. 3) By distilling from the first two efforts a contemporary outlook on a discourse of heterogeneous space that is of future significance.

Book excerpt: Armed conflicts are a major cause of forced displacement, but people displaced by conflict are often not recognized as refugees under the 1951 Convention Relating to the Status of Refugees. They are frequently considered as having fled from generalized violence rather than from persecution. This book determines the international meaning of the refugee definition in Article 1A(2) of the Convention as regards refugee protection claims related to situations of armed conflict in the country of origin. Although the human rights based interpretation of the refugee definition is widely accepted, the interpretation and application of the Convention as regards claims to refugee status that relate to armed conflict is often marred with difficulties. Moreover, contexts of armed conflict pose the question of whether and to what extent the refugee definition should be interpreted in light of international humanitarian law. This book identifies the potential and limits of this interpretative approach. Starting from the history of international refugee law, the book situates the 1951 Convention within the international legal framework for the protection of the individual in armed conflict. It examines the refugee definition in light of human rights, international humanitarian law, and international criminal law, focusing on the elements of the refugee definition that most benefit from this interpretative approach: persecution and the requirement that the refugee claimant's predicament must be causally linked to the race, religion, nationality, and/or membership of a particular social group or political opinion. To impose order on a vast New World empire, the Iberian monarchs created carefully planned cities where institutional and legal powers were administered through a specialized cadre of elite men called letrados; it is the urban nexus of lettered culture and state power that Rama calls "the lettered city." Starting with the colonial period, Rama undertakes a historical analysis of the hegemonic influences of the written word. He explores the place of writing and urbanization in the imperial designs of the Iberian colonialists and views the city both as a rational order of signs representative of Enlightenment progress and as the site where the Old World is transformed--according to detailed written instructions--in the New. His analysis continues by recounting the social and political challenges faced by the letrados as their roles in society widened to include those of journalist, fiction writer, essayist, and political leader, and how those roles changed through the independence movements of the nineteenth century. The coming of the twentieth century, and especially the gradual emergence of a mass reading public, brought further challenges. Through a discussion of the currents and countercurrents in turn-of-the-century literary life, Rama shows how the city of letters was finally "revolutionized." Already crucial in setting the terms for debate concerning the complex relationships among intellectuals, national formations, and the state, this elegantly written and translated work will be read by Latin American scholars in a wide range of disciplines, and by students and scholars in the fields of anthropology, cultural geography, and postcolonial studies.
