Book excerpt: The East Mediterranean has been witnessing an unparalleled natural resource boom since the late-2000s, when Israel, followed by Cyprus, made its first significant offshore hydrocarbon discoveries in many years. These discoveries have since proven to be substantially larger than any other resources previously explored in the East Mediterranean Sea. A 2010 U.S. Geological Survey suggests the Levant basin-the area including Cyprus and Israel's offshore zones, and the offshore and some onshore territories of Syria, Lebanon, and the Palestinian Territories-could hold as many as 1.7 billion barrels of oil and up to 122 trillion cubic feet (tcf) of natural gas, leaving as much as two thirds of the region's potential resource base still undiscovered. This book provides an overview of recent hydrocarbon discoveries and their significance for the region's resource holders; it also explores the possible implications of these resources for the region's security landscape, their potential to fuel conflict, and options to foster closer regional cooperation and trade integration. It discusses the role U.S. diplomacy and military support could play to ensure continued stability, security, and regional support within the East Mediterranean's shifting geoeconomic framework.

With expected economic growth, and the population of the region forecast to grow from 45.3 million in 2010 to between 58 and 62 million in 20301, energy demand should increase noticeably over the next two decades. At present levels of consumption, regional oil and natural gas reserves are unlikely to last for more than a few decades. Fortunately, recent discoveries of large hydrocarbon resources-particularly natural gas-in the offshore Levant Basin significantly alter the supply-side forecasts for the region. These discoveries have the potential to provide the necessary energy supply to meet growing regional demand and possibly even spur exports. There are several issues facing the region that could significantly affect how quickly and how successfully such changes occur. Among the major issues in the region, physical and economic security as well as offshore hydrocarbon development will have the most influence on the region's energy sector. Unrest in Syria and Egypt and territorial disputes between several of the countries in the eastern Mediterranean will impact regional energy production, consumption, and trade. Further, negative economic developments in the region-influenced by issues such as the Cyprus debt crisis and the war in Syria-could undermine demand, interrupt production and trade, and threaten the viability of several energy infrastructure projects. Overcoming these challenges is critical to the success of the region's energy future.

In this paper, he develops these ideas further and puts forward the outline of a proposal for an Eastern Mediterranean Integrated Gas Infrastructure. This proposal, while seemingly idealistic, is in fact pragmatic, taking as its point of departure existing pipelines and LNG plants. The proposal is scalable, setting out what could be accomplished now and what could be developed in the medium to long term if conditions permit. He identifies an important role for the United States and the European Union in bringing the project to fruition. Zemach’s willingness to think creatively puts current conflicts into perspective and will encourage regional leaders, the industry, and public opinion to reflect on the concrete benefits that a collaborative approach to developing the region’s natural gas resources could bring.
