The workshop aimed to (i) disseminate ADB's work and approach in support of climate change adaptation and mitigation measures in its Pacific DMCs; (ii) promote partnership and dialogue with Pacific DMCs, development partners, and other stakeholders for a coordinated and harmonized response to climate change in the region; and (iii) discuss possible mechanisms and actionable recommendations for improving the access of Pacific DMCs to climate change financing in the region.

The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

As requested by the Commission, the workshop also sought feedback on an outline of a Global Plan of Action for Aquatic Genetic Resources for Food and Agriculture (GPA. The workshop was originally planned to be held face to face in early 2020 but was eventually cancelled due to the challenges of the Covid-19 pandemic.

The conference captured the ferment of the climate change debate in the South Pacific, as well as some its potential implications for the region’s inhabitants and e- systems. At that conference, one of the editors (Gillespie) delivered a paper on climate change issues in the region, as did Ros Taplin and Mark Diesendorf, who are also c- tributors to this volume. This book focuses on climate change issues in Australia, New Zealand, and the small island nations in the Pacific as the world struggles to cope with possible the impacts of environmental change and to formulate effective responses. While Australia and New Zealand’s per capita emissions of greenhouse gases are among the highest in the world, their aggregate contributions are small. However, both nations may exert a disprop- tionate influence in the global greenhouse debate because their obstinate positions at recent conferences of the parties to the United Nations Framework Convention on C- mate Change (FCCC) may provide justification for other developed nations, as well as developing countries, to refuse to make meaningful reductions in their greenhouse gas emissions.

This report provides a summary of regional and selected national contexts and approaches to the building blocks of anticipatory action in the Pacific Island Countries region. Through a combination of workshops and interviews with government agencies, regional organizations, international NGOs, multilateral groups, and country-based participants, the report provides a synthesized context for anticipatory action in the region. A case study section presents the anticipatory action context for Palau, Solomon Islands and Fiji. The discussion and conclusions point towards the feasibility of advancing anticipatory action and the broad governance that will need to be facilitated to formalize anticipatory actions.
