The paper supports the position that regional security is essential, and plays a pivotal role on the road to the real peace between Arabs and Israelis. Since early last decade, the Middle East region has witnessed a state of significant dynamic changes. These changes are expected to leave major impacts on shaping the political, social, and economic future of the countries in the region and to influence the intellectual structure. These changes are exhibited in the decisive strategic transformation process regarding the Arab Israeli conflict, moving from the state of direct confrontation to the philosophy of peace and peaceful coexistence. There is no doubt that security has been recognized as one of the main causes to the conflict over the last five decades between Israel and its Arab neighboring countries. Security concepts before the 1967 war were varied. The existence of Israel as a state was a first priority; however, security in this case is included. Just after 1967 and 1973 wars, the United Nations resolutions 242 and 338 were issued accordingly as land for peace. Security will serve as the acceptable and useful basis for the stability, prosperity, and development of societies in the region. Further more it will govern future relations in the region, politically, socially, and economically. Security for Israel is vitally important. It is very important for neighboring countries too. Through its history, Israel used to be more aware of security issues than its Arab partners, still under the influence of the Arab Israeli wars. Furthermore, Israeli political and security thinking is still captive to the fears of potential wars that threatens Israelis existence and expose the Israeli community to psychological violence. On the Arab side, the aftermath of war still forms vital elements in the concept of security.

Book excerpt: The United States and Jordan have maintained a valuable mutually-supportive relationship for decades as a result of shared interests in a moderate, prosperous, and stable Middle East. In this monograph, Dr. W. Andrew Terrill highlights Jordan's ongoing value as a U.S. ally and considers ways the U.S.-Jordanian alliance might be used to contain and minimize problems of concern to both countries. Although Jordan is not a large country, it is an important geographical crossroads within the Middle East and has been deeply involved in many of the most important events in the region's recent history. Now, the importance of this relationship has increased, and Jordan has emerged as a vital U.S. ally in the efforts to stabilize Iraq and also resist violent extremism and terrorism throughout the region. Dr. Terrill notes the importance of Jordanian political reform, but also recommends patience, opposing the idea of coercing Jordan on democratization issues while Amman is currently struggling to cope with severe refugee and terrorism problems resulting from the war in Iraq. He devotes considerable attention to threats against Jordan emanating from the ongoing terrorist activity and sectarian warfare in Iraq. Dr. Terrill takes an especially close look at the Jordanian program to train 50,000 Iraqi police officers and also considers the ongoing role of Jordan in training Special Operations forces of a variety of friendly Arab countries. This monograph also considers the broader implications for the United States and the region if the Jordan government is crippled in its ability to function by spillover problems from Iraq. Jordanian differences with Iran, which go back to the 1979 Islamic Revolution, are also considered. While such differences are serious and have worsened since 2003, Jordan remains interested in improving its relations with Tehran and has sought out areas of agreement with the Iranian regime. On the Israeli- Palestinian front, Amman is seeking ways to calm the West Bank and Gaza Strip and serve as advocate of Palestinian rights while maintaining normal relations with Israel. A special Jordanian fear is that a possible Palestinian civil war between the Hamas and Fatah organizations will create a wave of refugees from the west just as the crisis in Iraq has led to at least 750,000 Iraqi refugees fleeing from problems in their country. The Strategic Studies Institute is pleased to offer this monograph as a contribution to the national security debate on this important subject as our nation continues to grapple with a variety of challenges associated with the U.S. presence in the Iraq and the larger Middle East. This analysis should be especially useful to U.S. strategic leaders as they seek to address the complicated interplay of factors related to Middle Eastern security issues and the support of local allies. This work may also benefit those seeking a greater understanding of the strategic importance of Jordan. We hope this monograph will benefit officers of all services, as well as other U.S. government officials visiting Jordan or the larger Middle East region, and that it will contribute to strengthening the U.S.- Jordanian strategic relationship.

Book excerpt: The National Intelligence Officer for the Near East convened Middle East scholars and specialists on 6 June for a conference, 'Saudi Arabia, Egypt, and Jordan: Policies on Regional Issues and Support for US Goals in the Middle East'. One expert believed that the emerging style of diplomacy in the region represents a form of Arab multi-lateralism, arguing we are likely to see coalitions of convenience centered on issues rather than strategic alliances, which will complicate the leadership roles of US allies. All agreed that Egypt is not the regional leader it once was and that this mantle has fallen to Saudi Arabia. The Saudi-Syrian relationship, previously close, has significantly deteriorated over the past few years. Still, one expert believed the Saudis would be open to rapprochement. Egypt, Saudi Arabia, and Jordan continue to believe a resolution to the Arab-Israeli conflict is critical to counter radical influence in the region. Egypt and Jordan have significant security concerns directly related to achieving peace that drive their involvement. Riyadh is more motivated by the possibility of using a resolution to the conflict to undermine Iran. These three US allies also differ in the extent and manner in which they are willing to support negotiations. The peace process is more critical for Jordan, with its large domestic Israeli-Palestinian population, than it is for Saudi Arabia. However, none is willing to take significant risks to achieve peace. All three allies are concerned about Iranian aggressiveness in the region. Saudi Arabia's approach is to contain Iran while engaging it. Egypt wants to prevent Iranian involvement in Egyptian domestic affairs. Jordanian officials believe a diplomatic approach could ease tensions in the nuclear issue. All three US allies want a stable and unified Iraq, but their relations with the Iraqi government are problematic. One expert believed that although Saudi Arabia does not want a sectarian war in Iraq, if the sectarian tensions began to rise and civil war seemed imminent, Riyadh would support Sunni groups, possibly even al-Qa'ida affiliated groups, against Shia groups in Iraq. The experts all cited strain in the US's relationship with Cairo and Riyadh, but believed the relationship was still strong and unlikely to fracture. US policies in the region have made the US-Saudi relationship problematic domestically for Saudi leadership, but the Saudis do not see an alternative to close relations with Washington. The experts did not raise any significant concerns about the Jordan-US relationship. Participants noted the potential for leadership change in Egypt over the next few years, but none thought that Mubarak's potential successor would greatly alter the course of Egyptian foreign policy or Cairo's relationship with the United States.
