Critically examining these issues from an interdisciplinary perspective, with a focus on comparative analysis of the status, role, and performances of the Economic Community of West African States (ECOWAS) and Intergovernmental Authority on Development (IGAD), it examines particular constraints to their effective participation in regional initiatives. Focussing on inadequate technical capabilities, the complicity of state and non-state actors in conflicts within a region, the domestic politics of member states, it additionally addresses related theories and practices of peacekeeping, security, development, and the peacebuilding nexus. It also engages provisioning, regionalism, and regional peacekeeping interventions, the legal and institutional framework of RECs, and civil society and peacebuilding. Fundamentally, the book asks how effective the alliances and partnerships are in promoting regional peace and security and how much they are compromised by the intervention of external powers and actors, exploring new ideas and actions that may strengthen capacities to address the peacebuilding challenges on the continent effectively. This book will be of key interest to scholars and students of African politics and studies, peace and security studies, regionalism studies, policy practitioners in the field of African peacebuilding, and more broadly to international relations. Book excerpt: African states have responded to the challenges of the post-Cold War international system mostly by collectively promoting subregional and continental-wide initiatives in conflict resolution and peacebuilding. Admittedly, the existence of many violent conflicts in Africa, as well as their 'domino' effects at the sub-regional level, contributed significantly to the growing desire for collective security systems and conflict management mechanisms. The broadening of the role and functions of African regional organisations to include responsibility for peacebuilding and conflict management generally adds credence to the efficacy of regional integration. Many issues, however, present themselves in the engagement of RECs with the peacebuilding process in Africa. Although primarily set up to promote economic integration, Africa's RECs have increasingly taken up a prominent role in conflict resolution and peace support operations, as evident in the recent peace processes in Burundi, Liberia, Sierra Leone, Guinea, Guinea-Bissau, Mali, Cote d'Ivoire, Zimbabwe, Mali, Congo DRC, Sudan, and South Sudan, among others. In spite of the challenges they face, RECs are capable of playing important roles with regard to peace mediation, peacekeeping and peacebuilding.

The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. Apart from the Mano River Union countries, efforts at resolving other conflicts in say, Guinea Bissau, Senegal, C?te d'Ivoire and Nigeria, have suffered from a lack of attention on the post-conflict imperatives of building peace in order to ensure that sustainable peace is achieved. Given the often intractable and inter-related nature of conflicts in this region, it argues for the need to revisit the existing mechanisms of conflict resolution in the sub-region with a view to canvassing a stronger case for stakeholders towards adopting the peace-building strategy as a more practical and sustainable way of avoiding wars in the sub-region. Peace-building in consonance with its infrastructure is a more sustainable approach to ensuring regional peace and stability and, therefore, ensuring development for the peoples of West Africa. Dr Osita Agbu is currently a Senior Research Fellow at the Nigerian Institute of International Affairs, Lagos. In the face of these challenges, Africa today is faced with a stark choice: either unite or perish. The debate on why and how the continent should unite in terms of co-operative peace, security and development is more urgent than at any other time in Africa's post-colonial history. Moving forward from the failure of the earlier, typically idealistic Africa unity project, David Francis demonstrates how peace and security challenges have created the imperative for change. He argues that a series of regional peace and security systems are emerging, and that states that have participated in practical experiments in regional peacekeeping, peace support operations, conflict stabilization/management and preventive diplomacy are building de facto systems of peace and security that could be institutionalized and extended.

The work was based on a synoptical review of related literature actions and policies. An attempt was also made in classifying the different types of conflicts and related resolution strategies. Africa has been embroiled in a plethora of intra- and interstate conflicts. Most of these conflicts had a transnational character and generated consequences that had implications for regions beyond those in which they occurred. The quest for peace on the continent had remained a critical subject matter, which was at the core of the establishment of both the Organization of African Unity (OAU) and its successor, the African Union (AU). African conflicts are classified into six groups as follows: interethnic conflicts, interstate conflicts, liberation conflicts, civil rights conflicts, annexationist conflicts, and political transition conflicts. The key AU Organ for promoting peace and security on the continent is the Peace and Security Council (PSC) which is the standing decision-making organ of the AU for the prevention, management, and resolution of conflicts. The Continental Early Warning System (CEWS) is one of the pillars of the African Peace and Security Architecture Leone in the early years of the ECOWAS/ ECOWAS Cease-Fire Operation Monitoring Operation Group (ECOMOG) contributed to the consolidation of mechanisms for conflict prevention and peace building in West Africa. Africa has made remarkable progress in resolving many complex and old conflicts across the continent. Despite this progress, however, millions of people continued to be adversely affected by the consequences of conflict. It is also obvious that the peace achieved is fragile and can not be sustained in the long term, so long as the underlying causes and the needs of the affected populations are not effectively addressed.
