Book Policy Change and Innovation in Multilevel Governance

Download or read book Policy Change and Innovation in Multilevel Governance written by Benz, Arthur and published by Edward Elgar Publishing. This book was released on 2021-11-19 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: Multilevel governance divides powers, includes many veto players and requires extensive policy coordination among different jurisdictions. Under these conditions, innovative policies or institutional reforms seem difficult to achieve. However, while multilevel systems establish obstructive barriers to change, they also provide spaces for creative and experimental policies, incentives for learning, and ways to circumvent resistance against change. As the book explains, appropriate patterns of multilevel governance linking diverse policy arenas to a loosely coupled structure are conducive to policy innovation.

Book Regional Development Agencies

Download or read book Regional Development Agencies written by Nicola Bellini and published by Routledge. This book was released on 2012 with total page 338 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Across Europe, regional development agencies (RDAs) have become a central feature of regional policy, both as innovative policy-makers and as the implementers of programmes and initiatives originating from the national or European level. Since the first generation of RDAs were established in the 1970s and 1980s, major changes have swept through the policy arena: - globalisation has increased competitive pressure and moved the position of regions in the international division of labour to the forefront of regional strategy-making - the digital revolution and the EU Lisbon agenda have highlighted the importance of production and access to knowledge as key factors in regional competitiveness - regional policy has become part of a wider system of multi-level governance so that their geographical horizon has expanded in terms of sponsors and collaborators - issues of governance and accountability of RDAs have been one of the drivers to devolution of powers to governments and bodies below the level of the nation state, raising questions over their status and distance from political control. The aim of this book is to develop a profile of the next generation of RDAs that will identify key issues and trends regarding: policy aims, strategy-making and the new role of knowledge; the organisation of policy delivery, with emphasis on interactive knowledge brokerage; the organisational shift towards smaller and more flexible RDAs; and the political governance of regional policy. By drawing on a combination of conceptual reflection, surveys, comparative research, and systematic use of critical case studies, the book provides a new point of reference by identifying key features of the current, and, indeed next, generation of regionally-based economic development organisations"--

Book Partnerships for Regional Innovation and Development

Download or read book Partnerships for Regional Innovation and Development written by Marta Gancarczyk and published by Routledge. This book was released on 2021-08-05 with total page 207 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph presents the experience in the implementation of smart specialization strategies (S3) from multilevel policy governance, as well as from the bottom-up perspectives of firms, clusters, and networks in selected European countries. The presented research focuses on relevance and feasibility of the S3 adoption, emphasizing the importance of linking policy considerations with partnerships at lower governance levels. The major contribution of the presented research rests in theoretical implications and practical recommendations relevant for the implementation of regional S3 in the European context, with the possibility of place-based adoption in other environments. The book is also valuable for synthesizing the most recent advancements in smart specialization as a policy concept and the concept of transformation and growth for territorial units and economic entities. This book aims to further diffuse and expand the academic community’s learning of the new S3 approach in Europe and beyond. The book will be of interest and useful to the academic community of researchers and doctoral students focused on regional innovation development and related policy, as well as on entrepreneurship, networks, and clusters. Public sector professionals dealing with regional development, regional innovation policies, and industrial transformation will also benefit from its content.

Book Innovation Systems and Capabilities in Developing Regions

Download or read book Innovation Systems and Capabilities in Developing Regions written by Willie Siyanbola and published by Routledge. This book was released on 2016-05-23 with total page 379 pages. Available in PDF, EPUB and Kindle. Book excerpt: In today's knowledge-driven world, innovation and innovation systems have become key policy issues. However, the extent of knowledge that is available on these concepts in less developed countries is still relatively low. Much of what we know about innovation theory and systems has come from the developed countries and reflects their world view. This apparent knowledge deficit has major implications for less developed countries. Innovation Systems and Capabilities in Developing Regions adds to the growing body of knowledge on developing countries. The theoretical and empirical case studies presented here advance the notion that, while developing countries may not engage in frontier research, a critical knowledge base upon which these countries compete for global markets is emerging. There is evidence that state and non-state actors are increasingly emphasising policies that sit within the framework of national innovation systems. This book illuminates this shift in policy competence at national levels. The contributions in this volume highlight the need for thorough understanding of the role of diffusion-based innovation linked to technology transfer and acquisition. They also provide empirical evidence on the drivers, dynamics and impact of such innovation in developing economies and the constraints that apply. Contributors also document the application of the innovation system approach in developing countries as well as the build-up and diffusion of technological capabilities within innovation systems. Academics, higher level students, policy makers and practitioners involved with innovation and the economics of technical change, particularly in developing countries, will find this a valuable book.
