Book excerpt: Do dynamic externalities, in the form of technology creation, adoption and spatial agglomeration shape the pattern of regional growth in Europe? This study provides an alternative view on regional convergence. A model is developed which attributes club-convergence to existing differences with respect to the degree of technology adoption. In the first instance, empirical results suggest that the NUTS-2 regions of the EU-27 converge at a very slow rate. Further tests, however, indicate that convergence is restricted to a specific subset of regions. Such conclusions are tested further, using an alternative model of club-convergence, which incorporates the impact of spatial interaction, agglomeration externalities and technology. This shows that the convergence-club in Europe follows a certain geographical pattern and all members share similar characteristics regarding technology creation and adoption, and agglomeration externalities. ​

Special emphasis is given to the importance of proximity in the formation of regional innovation systems. The concept of knowledge spillovers is used within the book to explain a number of major economic phenomena, including the geographical clustering of inventions; the social returns to R&D that significantly exceed private returns; and the sizeable disproportions that exist between firms in terms of their R&D inputs and outputs. The contributors identify that small firms are responsible for far more product innovations than large firms relative to their measurable knowledge resources. The book also stresses the importance of a catch-up mechanism that sees technological improvement as the combination of two distinct types of activity: innovation and imitation. In this way, the impact of human capital and other types of knowledge acquisition on economic growth is measured. The conclusions of the contributors are invaluably oriented to policy implications. Korea has had considerable success in developing its high technology industries and these have become significant employers in this region. By analysing the situation in Korea, this book explores the effects of dynamic externalities on the growth of regional employment in the high-technology industries. It puts forward innovative simultaneous equation models to test three sets of hypotheses related to so-called 'Jacobs', and 'MAR' effects, differentiated by firm size, organizational type and product. Clear evidence is found for endogenous technological progress marked by positive feedback, especially for small firms in diversified high-technology enclaves. There are technological externalities associated with knowledge spillovers, and local employment has indirect effects on employment growth via dynamic externalities. The implications for local economic development policy are outlined in a concluding section. -

Under the assumption that knowledge diffuses without political or administrative barriers, we derive externalities that affect the steady state and the process of growth of each economy. The empirical counterpart of the reduced form equation summarizing the process of growth allows us to test for the presence of regional spillovers and to measure their magnitude. Our results for a sample of European regions show that spillovers are far from negligible, are robust to the consideration of variables within each region, and may cause nondecreasing returns at the spatial aggregate level. The paper also relates previous empirical evidence on spatial dependence in growth studies to the externalities modeled here.

Book excerpt: We analyze the interactions between positive and negative externalities in innovation and trade for economic growth in a region when this region is part of an aggregate economy consisting of two regions. In both regions consumers have constant relative risk aversion preferences, there is human capital use, and there are three kinds of manufacturing activities involving the production of blueprints for inputs or machines, the inputs or machines themselves, and a single final good for consumption. We study two cases. In the first case, there is no growth in the human capital stock but innovative activities give rise to positive externalities or knowledge spillovers in two ways. In this setting, we study whether and under what circumstances opening a region to trade results in an increase in this region's equilibrium growth rate. In the second case, there is growth in the human capital stock but there are negative externalities in innovation. In this scenario, we show that opening a region to trade leads to more innovation but to no change in its long run growth rate.

Using in-depth empirical research on Mexico, Jacob Jordaan constructs and analyzes several datasets on Mexican manufacturing industries at various geographical scales, creating innovative models on FDI externalities that incorporate explicitly regional considerations. The empirical findings identify both direct FDI spillover effects as well as the effects of agglomeration on these externalities. In extension of this, the analysis also contains analysis of FDI productivity effects that arise through inter-firm linkages between FDI and local Mexican suppliers.

We propose the application of a nonparametric conditional frontier methodology to account for the presence of geographical externalities that are beyond the control of regional authorities. Specifically, a spatial autoregressive term is included as an external conditioning factor permitting to test the hypothesis of global separability and demonstrate that there are interregional spillovers into the production process.Our findings show that geographical externalities affect both the frontier level and the probability of being more or less efficient. Specifically, the results support the fact that the spatial autoregressive term has an inverted U-shaped non-linear impact on the performance of regions. This finding can be interpreted as a differential effect of interregional spillovers depending on the economic size of the neighbors: positive externalities for small values, possibly related to agglomeration economies, and negative externalities for high values, indicating the possibility of production congestion. We also find that there is a strong geographic pattern of European regional efficiency, and that the levels of technical efficiency have converged during the period under analysis.

Book excerpt: This paper provides evidence that the effect of agglomeration externalities on survival is moderated by the start-up's innovative behavior. It is shown that localization externalities are prevalent particularly in non-high-tech environments and unfold a positive influence on survival for less innovative companies, while their highly innovative counterparts do not benefit or even suffer from spatial concentration. On the contrary, highly innovative high-tech start-ups benefit from a diverse economic structure which enhances their likelihood for survival by fostering the emergence of beneficial inter-industry spill-overs.
