Even economic organizations, which do not produce any outcomes in terms of economic cooperation, can be valuable for their members or individual stakeholders. The book’s argument is supported by a combination of quantitative and qualitative methods. It employs a novel dataset of 60 regional organizations to establish correlations between members’ goals and their characteristics. More than a dozen case studies in Latin America, Africa, Middle East, Southeast Asia, and post-Soviet Eurasia illustrate the theoretic arguments of how particular types of regional organizations come into existence and evolve. Finally, the book examines the remarkable resilience of regional organizations and considers the conditions under which the stakeholders are willing to abandon support.

Book excerpt: In addition to the explicit goal of advancing mutual economic interests, regional economic organizations (REOs) are intended to foster regional cohesion and peace. Drawing on a data set detailing the institutional features of 25 REOs established during the 1980s and 1990s, complemented by a case study of ASEAN, Yoram Z. Haftel investigates the factors that affect REOs' ability to mitigate interstate military conflict. He finds fewer interstate conflicts among REO members who have developed high levels of economic integration and who cultivate regular interaction among member-states' representatives. Haftel concludes that, with an appropriate institutional design and fully implemented agreements, an REO can indeed play a role in mitigating interstate conflict and make a meaningful contribution to regional peace.

Book excerpt: Within the context of regional integration, comparative regionalism, organizational change, and regional security literatures, this book investigates three cases wherein regional economic organizations were confronted with conventional security threats: the 1978-91 Association of Southeast Asian Nations-Vietnam Standoff, the 1990 Economic Community of West Africa-Liberian Civil War Challenge, and the 1990-91 European Communities-Balkans Crisis. While the literature suggests multiple possible explanations for regional economic organizations’ response to these security challenges, including systemic and power-related factors, organizational factors and functional needs, and cognitive and social factors, the author argues that the decision to transform a regional economic organization into a conventional security actor is most influenced by decision makers’ perceptions of threat and functional necessity.

Book excerpt: What made me write this book was a feeling that students of international economics needed to fill out their knowledge of the theory with work on the practice of the major international economic organizations, many of which are having a growing influence on the national economies of their members. There was no single volume given over to a concise treatment of these organizations. The annual reports of the international organizations themselves can be consulted, of course, but as a rule these are not noted for being brief and to the point (the items of importance have to be fished out of a sea of useless detail), nor do they go in for criticism of their own activities. In selecting the organizations to be dealt with in the book I was guided by the influence they exert. I have left out those whose activities consist mainly in the drafting of recommendations to which, however meritorious they may be, little or no attention is paid. Some of them are included in the Introduction, which provides a summary of a number of institutions not discussed separately in the body of the work. There are, however, two exceptions: the Organization for Economic Cooperation and Development (OECD) as the organization replac ing the Organization for European Economic Cooperation (OEEC), and the United Nations Conference on Trade and Development (UNCTAD) whose meet ings have succeeded in drawing much attention of the press.
