Available in PDF, EPUB and Kindle. Book excerpt: This practitioner's guide is a collection of the observed successes and lessons learned from four metropolitan regions as they developed Regional Concepts for Transportation Operations (RCTOs), a management tool used by planners and operations practitioners to define a strategic direction for implementing effective regional transportation management and operations in a collaborative manner. This document provides information on how to develop and implement an RCTO effectively and efficiently by highlighting practices that have been used successfully to overcome challenges by the four implementing regions that forged ahead into this new territory. This guide offers lessons from these pioneering sites that can help other implementing regions to select the methods that are most effective in improving regional transportation system performance. The RCTO demonstrations sites include Portland, Oregon; Tucson, Arizona; Southeast Michigan; and Hampton Roads, Virginia.

The purpose of this document is to explain what an RCTO is, the development of its elements, and its applicability.

Book Operational and Institutional Agreements that Facilitate Regional Traffic Signal Operations

Download or read book Operational and Institutional Agreements that Facilitate Regional Traffic Signal Operations written by Kevin N. Balke and published by Transportation Research Board. This book was released on 2011 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: TRB's National Cooperative Highway Research Program (NCHRP) Synthesis 420: Operational and Institutional Agreements That Facilitate Regional Traffic Signal Operations (RTSOPs) identifies and highlights critical attributes of successful RTSOPs across the United States. Regions can use RTSOPs to help improve traffic flow as it crosses from one jurisdiction to another. A central focus of these programs is the coordination of signal timing on multi-jurisdictional arterials; however, RTSOPs can also facilitate the consideration of other traffic operations measures to improve regional mobility. Many RTSOPs have been established through regional metropolitan planning organizations, and successful RTSOPs also have been established by other organizations, including state and local departments of transportation and government corporations.

Book Performance Based Planning and Programming Guidebook

Download or read book Performance Based Planning and Programming Guidebook written by Michael Michael Grant and published by CreateSpace. This book was released on 2015-06-06 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: ICF International and the U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), and Federal Transit Administration (FTA), along with experts from the transportation industry, collaborated to produce the Performance-Based Planning and Programming Guidebook. Over the past two decades, transportation agencies have increasingly applied performance management-a strategic approach that uses performance data to support decisions to help achieve desired performance outcomes. Performance-based planning and programming (PBPP) refers to the application of performance management within planning and programming processes of transportation agencies to achieve desired performance outcomes for the multimodal transportation system. This guidebook describes the PBPP process and provides examples of effective practices to help practitioners advance these approaches in their own planning and programming activities.

Book Traffic Signal Timing Manual

Download or read book Traffic Signal Timing Manual written by U.s. Department of Transportation and published by CreateSpace. This book was released on 2015-02-20 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report serves as a comprehensive guide to traffic signal timing and documents the tasks completed in association with its development. The focus of this document is on traffic signal control principles, practices, and procedures. It describes the relationship between traffic signal timing and transportation policy and addresses maintenance and operations of traffic signals. It represents a synthesis of traffic signal timing concepts and their application and focuses on the use of detection, related timing parameters, and resulting effects to users at the intersection. It discusses advanced topics briefly to raise awareness related to their use and application. The purpose of the Signal Timing Manual is to provide direction and guidance to managers, supervisors, and practitioners based on sound practice to proactively and comprehensively improve signal timing. The outcome of properly training staff and proactively operating and maintaining traffic signals is signal timing that reduces congestion and fuel consumption ultimately improving our quality of life and the air we breathe. This manual provides an easy-to-use concise, practical and modular guide on signal timing. The elements of signal timing from policy and funding considerations to timing plan development, assessment, and maintenance are covered in the manual. The manual is the culmination of research into practices across North America and serves as a reference for a range of practitioners, from those involved in the day to day management, operation and maintenance of traffic signals to those that plan, design, operate and maintain these systems.
