In the new century, Europe will continue to elaborate further co-operative security arrangements to better respond to new risks and challenges in the field of security and help create stability in areas of tension and conflict. The aim is twofold: to strengthen the pan-European process of building confidence and security; and to develop measures and arms control-related arrangements below the continental level - at the regional and subregional levels. This research report examines the record of CSBMs in Europe as well as regional arms control efforts in the former Yugoslavia in the 1990s. It contains important reference material on military security endeavours of this type.

It examines American and European arms control projects, the contexts in which they were presented, the reactions of major regional actors, and their impacts on arms control efforts in the region. It assesses Arab perceptions of the motivations for and constraints on establishing arms control regimes. It also explores the prospects of regional arms control in the context of the ongoing Arab Spring with its ramifications for Arab regional politics, and provides a new perspective on arms control in the Middle East. This volume enriches the ongoing discourse, which to date has been dominated by mainly Western perspectives.

Book excerpt: Confidence-Building Measures (CBMs) - often seen as the fastest growing sector on the post-Cold War diplomatic agenda - are increasingly viewed by the international community as useful instruments for addressing a range of security and diplomatic issues. Rethinking Confidence-Building Measures warns against an uncritical pursuit of CBMs, arguing that the idea has been oversold. The author asserts that obstacles to meaningful agreements are much more important than usually acknowledged, and the political and military ramifications have been generally ignored. She concludes that the same effort, painstaking negotiation, and possibilities for failure are inherent in CBMs as in the wide array of other potential solutions for managing interstate security relations, but with far fewer substantial results.

Book excerpt: This study deals with two major issue-areas: the evolving context of Asian-Pacific security and the role of the ASEAN Regional Forum (ARF) as a security dialogue mechanism. While the latter has been heralded as a forum that is pan-regional in scope, there is continuing concern that its mandate should extend beyond confidence-building measures to address substantive security issues affecting the region. A particular issue is whether ARF can mitigate or prevent conflict in a region in which there are still unresolved territorial disputes and military insecurity. Consequently, the search for a viable, all-encompassing pan-regional security apparatus is a continuing theme and endeavor in Asia-Pacific since the end of the Cold War, although economically the region has enjoyed the fastest growth-rate in the world in the last decade. A prevailing notion of "uncertainty" exists and a major concern is the role of the US, which some fear exercises a unipolar presence not necessarily "healthy" in the long-run for the region. Nonetheless, the US is regarded as a key actor that will deter the rise of "new hegemons" and reduce the risk of militarism. The paper concludes by drawing comparisons from the Asian-Pacific experiences for the Gulf.

Book excerpt: Confidence-building measures (CBMs) are an instrument of interstate relations aimed to strengthen international peace and security by reducing and eliminating the causes of mistrust, fear, misunderstanding, and miscalculations that states have about the military activities of other states. The anonymous and complex nature of the Internet and the potency, low cost, and deniability of cyber operations make them potentially counterproductive to building trust. CBMs, as confidence and trust-building concepts, are particularly suitable for cyberspace. However, the application of these measures have yet to be extensively applied in cyberspace. Because cyberspace is predominantly dominated not by the actions of states but nonstate actors, CBMs for cyberspace must thus be inclusive of all stakeholders active in cyberspace. They must reduce risk and support trust by either building on preexisting concepts and mechanisms from other domains of international relations or by creating unique bottom-up approaches. This report analyzes different ways to involve private-sector actors and build confidence without extensive legal or political action by states. Authors recommend four types of CBMs, collaboration, crisis management, restraint, and engagement measures, which can be established to mitigate potentially escalatory effects of activities in cyberspace. The measures proposed in this report suggest a multistakeholder-centric approach to leverage all possible stakeholders to improve overall Internet resilience and decrease the chances of miscalculation, mistrust, and misunderstanding.
