Book excerpt: For the last three decades, Uganda has been one of the fastest growing economies in Africa. Globally praised as an African success story and heavily backed by international financial institutions, development agencies and bilateral donors, the country has become an exemplar of economic and political reform for those who espouse a neoliberal model of development. The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. But this self-celebratory narrative, which is critiqued by many in Uganda, masks the disruptive social impact of these reforms and silences the complex and persistent crises resulting from neoliberal transformation. Bringing together a range of leading scholars on the country, this collection represents a timely contribution to the debate around the New Uganda, one which confronts the often sanitised and largely depoliticised accounts of the Museveni government and its proponents. Harnessing a wealth of empirical materials, the contributors offer a critical, multi-disciplinary analysis of the unprecedented political, socio-economic, cultural and ecological transformations brought about by neoliberal capitalist restructuring since the 1980s. But is this diagnosis sufficient to understand the processes of voting and regime maintenance in Uganda today? Based on a series of detailed case studies from across Uganda, this book provides a more nuanced and complex picture of what the Museveni regime is, and how it keeps winning elections. Whilst not denying that various electoral malpractices are systemic to the regime’s survival, the authors find that these cannot be extricated from Uganda’s history, its wider social realities, and its local political cultures in which the NRM has become so embedded. And which strategies of manipulation are available if they would like to reduce the uncertainty caused by introducing political decentralisation? In the wake of local government reforms, several states across the world have introduced legislation that provides for subnational elections. This does not mean that representative subnational governments in these countries are all of a certain standard. Political decentralisation should not be confused with democratisation, as the process is likely to be manipulated in ways that do not produce meaningful avenues for political participation and contestation locally. Using examples from Africa, Lovise Aalen and Ragnhild L. Muriaas propose five requirements for representative subnational governments and four strategies that national governments might use to manipulate the outcome of political decentralisation. The case studies of Ethiopia, Malawi, South Africa, and Uganda illustrate why autocrats sometimes are more open to competition at the subnational level than democrats. Manipulating Political Decentralisation provides a new conceptual tool to assess representative subnational governments' quality, aiding us in building theories on the consequences of political decentralisation on democratisation.

Authoritarianism is on the rise globally, with more than twice as many countries experiencing democratic decline as democratic enhancement in recent years. This has been occurring simultaneously with unprecedented rates of urbanization in many parts of the world, raising questions about the role of cities - often considered the focal points of democratic deepening - in this authoritarian turn. While most literature considers authoritarianism on the national scale, the chapters in this book train their gaze on capital cities, which as 'containers' of both capital and sovereignty are spaces in which authoritarian dominance is increasingly built, contested, maintained, and undone. Focusing on some of the world's fastest urbanizing regions - Sub-Saharan Africa and South Asia - the book explores the multiple ways in which authoritarian regimes have been attempting to build and sustain long-term dominance in capital cities in order to meet the challenge of urban political resistance. Book excerpt: Through an analysis of the recent political history of Tanzania and Uganda, Wealth, Power, and Authoritarian Institutions offers a novel explanation of why authoritarian parties and legislatures vary in strength, and why this variation matters. Michaela Collord elaborates a view of authoritarian political institutions as both reflecting and magnifying elite power dynamics. While there are many sources of elite power, the book centres on material power. It outlines how diverse trajectories of state-led capitalist development engender differing patterns of wealth accumulation and elite contestation across regimes. These differences, in turn, influence institutional landscapes. Where accumulation is more closely controlled by state and party leaders, as was true in Tanzania until economic liberalization in the 1980s, rival factions remain subdued. Ruling parties can then consolidate relatively strong institutional structures, and parliament remains marginal. Conversely, where a class of private wealth accumulators expands, as occurred in Tanzania after the 1980s and in Uganda after the National Resistance Movement took power in 1986, rival factions can more easily form, simultaneously eroding party institutions and encouraging greater legislative strength. Collord uses this analysis to reassess the significance of a stronger legislature. She considers its influence on distributive politics, both regressive and progressive. She also considers its relation to democratization, particularly in a context of broader liberalizing reforms. The book ultimately encourages a closer examination of how would-be democratic institutions interact with an underlying power distribution, shaping in whose interests they operate. Walsh's analysis of the East African Community (EAC) reveals China's role in ongoing security issues related to terrorism, resulting from the country's role in small arms and light weapons (SALW) proliferation and the global ivory trade. Additionally, China is heavily implicated in the region's 'oil sector', as it is a market for oil, involved in developing the sector, and a key partner in mega-infrastructure construction. Throughout this, though the EAC as an institution has been trying to stabilise regional security dynamics and strengthen its institutional role, it has been unduly influenced by the personalities and presence of key African leaders. Here, Museveni's role in such processes has been crucial, as he has made great efforts to utilise Chinese engagement in order to shape regional processes.
