This study revolves around a case study conducted by the author in the awraja (district) in the Ambassel Wollo province in northeastern Ethiopia. This is in the region that was hit hardest by the 1984-85 famine, which Rahmato calls "the worst tragedy rural Ethiopia had ever experienced". The author also critically examines other literature on famine response. The focus of this study is on what happens before famine comes, and how the peasants prepare for it. From a wealth of evidence, the author concludes that the seeds of famine are sown during the years of recovery.

Written by both academics and Ethiopians who have participated personally in the events they discuss, the papers describe and interpret the Ethiopian revolution and explore its successes, failures, and intrinsic qualities. The contributors express a variety of viewpoints and approaches to the current crisis situation in Ethiopia, demonstrating that although the 15-year revolution has failed to measurably improve the lot of Ethiopians, Ethiopia's history, demographics, and climate have also been important contributing factors. A number of articles deal with aspects of the political crisis while others analyze the economic crisis, looking at present problems and their historical roots. Taken together, these essays make a major contribution to our understanding of the persistent problems faced by Ethiopia today. Following the editor's introduction, the volume is divided into three sections. In Part I, four papers explore the Ethiopian state and the problem of power. Individual chapters examine such issues as change and continuity in Ethiopian politics, decisions and elections, and the question of rural transformation. Part II looks at different facets of the national question, now or in the past--the character of the leadership, the concept of government, and the decision-making process. The works are well selected, including both standard publications and less well known Ethiopian and Italian works. The broad scope makes the work useful for medical workers as well as those engaged in social or cultural research. Choice This bibliography provides the most up-to-date and comprehensive listing of published and unpublished works on health and disease in Ethiopia for the period 1940-1990. It brings together in one volume more than 4,000 citations for writings in all areas of health and disease, many of which have not been previously cited in the English-language literature on the subject. The volume's ten chapters are divided into subsections that classify major disease groups and health problems. The bibliographic entries are organized alphabetically within each chapter. While the great majority of the references cited are on Western-style medicine, many works on traditional medicine, socioeconomic problems, and famine are also included. The complexity and immensity of health problems in developing countries demand that they be understood by health officials and researchers if significant and sustained improvements in the health status of the population is to be achieved. By presenting the great bulk of the biomedical, famine, and health-related socio-economic literature, this bibliography contributes to a better understanding of both broadly based and specific health problems in one of the world's least developed countries. It will be valuable as an interdisciplinary research tool for students, senior researchers, health officials, and relief aid organizations.
