Sa signification théorique et politique dans l’Union est débattue par les auteurs, autant que son devenir. Family law, with its civil law tradition, and strong roots in the national cultures of the Member States, does not normally fall within the scope of European law. However, it is no longer possible to argue that family law is outside European law entirely. There are many aspects of the family which are subject to European influence, to the point that the outlines of a «European family» are starting to emerge. This book is intended to highlight the European experience of family law and its substantive (i.e. European citizenship, EU social policy, EU civil service...) and private international law aspects. Union law therefore contains a form of «special» family law which is shared between the Member States and supplements their national family laws. Its theoretical and political importance in the Union, as well as its future, are discussed by the authors. Far from remaining fragmented alongside the national laws of Member States, it will likely develop to offer European citizens and residents a common family law within the EU.

Ordinary citizens from very different social backgrounds and professions were asked a range of open-ended questions, allowing them to express themselves freely. There have been few qualitative surveys on ordinary citizens views of European integration, and none on this scale. The resulting picture is very different from the self-evident assumptions of many current studies on European opinions. The book stresses the great diversity, ambiguity, and complexity of European attitudes. It emphasises the causal impact of formal education, political interest and involvement, individual everyday exposures to ‘European’ realities, and the role of collective national experiences of European integration and national history. This book: is the first qualitative survey among ordinary from all social strata across Europe that explores perceptions and judgments on ‘Europe’ and the EU; explains the underlying logic of why Europe and European integration are such a far reality to most citizens; explores how most citizens are poorly - but unequally - informed about and interested in European subjects; investigates how citizens are able to express perceptions of ‘Europe’ by using a series of analogies and comparisons often linked to their daily experiences; identifies the complex range of issues that influence our perceptions, and the irresolute, fragmentary, mixed, and sometimes contradictory nature of these opinions.

We have lost count of the number of foreign invitations that have been extended to him as well as his numerous speeches to defend and to explain the need for a European area. Mario Telò knows better than anyone that European values still need to be defended, that European studies cover several aspects, not just the political integration process in Europe but also the analysis of the behaviour of actors, decision-makers and citizens. We know that the ‘EU acquis’ is often temporary and several times the work has to be redone, as the difficulties of functioning with twenty-eight member states, and soon to be twenty-seven member states, show. The European Union does not always respond to the democratic deficit, the political integration approach needs to show the usefulness and expected benefits of European cooperation essential to its existence in a very tense global context. The energy of Mario Telò, his creativity, his international engagement, his academic openness will always be essential to the ULB. A member of the Académie Royale de Belgique [Royal Academy of Belgium], in the Classe des Lettres et des Sciences morales et politiques [section of letters and moral and political sciences], Mario Telò will always find the opportunity to express his analyses and proposals to get through the currently very troubled time of Europe’s and the world’s evolution.
