Book excerpt: This book recounts France’s responses to refugees from the liberation of Paris in 1944 to the end of the civil wars in the former Yugoslavia in 1995. It questions whether France fulfilled the promise of asylum for those persecuted for the ‘cause of liberty’ made in its Constitution of 1946. Post-war development and the demand for immigrant workers were favourable to refugees from the Communist east, from Franco’s Spain, from Hungary after insurrection of 1956, and later from Latin America and Indochina. Asylum developed nationally in conjunction with international developments, the interventions of the United Nations High Commissioner for Refugees, and the adoption of the 1951 Refugee Convention. Economic ruptures in the 1970s, however, and the appearance of refugees from Asia and Africa, led to the assertion of national priorities and brought about a sense of crisis, and questions about whether France could continue to fulfil its promise.

By rendering relief workers and Displaced Persons visible, she sheds lights on their role in shaping relief practices and addresses the neglected issue of the gendering of rehabilitation. In doing so, Humbert highlights different cultures of rehabilitation, in part rooted in pre-war ideas about 'overcoming' poverty and war-induced injuries and, crucially, she unearths the active and bottom-up nature of the restoration of France's prestige. Not only were relief workers concerned about the image of France circulating in DP camps, but they also drew DP artists into the orbit of French cultural diplomacy in Germany.

Book excerpt: Between 1983 and 1987, mercenaries adopting the pseudonym GAL (Grupos Antiterroristas de Liberación, Antiterrorist Liberation Group) paid by the Spanish treasury and relying upon national intelligence support were at war with the Basque militant group ETA (Euskadi (e)Ta Askatasuna, Basque Country and Freedom). Over four years, their campaign of extrajudicial assassinations spanned the French-Spanish border. Nearly thirty people were killed in a campaign comprised of torture, kidnapping, bombing and the assassination of suspected ETA activists and Basque refugees. This establishment of unofficial counterterrorist squads by a Spanish Government was a blatant detour from legality. It was also a rare case in Europe where no less than fourteen high-ranking Spanish police officers and senior government officials, including the Minister of Interior himself, were eventually arrested and condemned for counter-terrorism wrongdoings and illiberal practices. Thirty years later, this campaign of intimidation, coercion and targeted killings continues to grip Spain. The GAL affair was not only a serious example of a major departure from accepted liberal democratic constitutional principles of law and order, but also a brutal campaign that postponed by decades the possibility of a political solution for the Basque conflict. Counter-terror by proxy uncovers why and how a democratic government in a liberal society turned to a ‘dirty war’ and went down the route of illegal and extrajudicial killing actions. It offers a fuller examination of the long-term implications of the use of unorthodox counter-terrorist strategies in a liberal democracy.

Thoroughly prepared by Allied military planners, the swift repatriation of millions of former forced laborers, concentration camp inmates and prisoners of war nearly brought this dramatic episode top a close. Yet in September 1945, the number of displaced persons placed under the guardianship of Allied armies and relief agencies in occupied Germany amounted to 1.5 million. A costly burden for the occupying powers, the Jewish, Polish, Ukrainian, Yugoslav and Baltic DPs unwilling to return to their countries of origin presented a complex international problem. Massed in refugee camps stretched from Northern Germany to Sicily, the DPs had become long-term asylum seekers. Based on the records of the International Refugee Organization, this book describes how the European DP crisis impinged on the shape of the postwar order.
