Book excerpt: In February, 1996, representatives of departments of education and major teacher education colleges in 39 states, the District of Columbia, the U.S. Virgin Islands, and the U.S. Department of Defense met at the National Academy of Sciences in Washington, D.C. to identify and discuss issues surrounding the preparation and credentialing of science teachers. Central to this symposium were the criteria identified by the National Science Education Standards for effective science teaching and effective professional development for science teachers. This synopsis is intended to encourage reflection by participants and their colleagues at the state level on the issues identified, reactions to those issues from a variety of perspectives, and strategies for addressing those issues as outlined by others. In 1994, Congress passed the Goals 2000: Educate America Act, which enacted the education goals into law and provided resources for the development of standards and assessments. This report offers recommendations for the implementation of standards-based reform and outlines possible consequences for policy changes. It summarizes both the vision and intentions of standards-based reform and the arguments of its critics. Recommendations regarding the following elements in a system of standards and assessments are offered: content standards, performance standards, opportunity-to-learn standards, and assessments. The report advocates a cautious, "learn-as-you-go" approach to implementing standards-based education reform. Suggestions include: (1) conduct ongoing research on standards-based education; (2) establish a national or quasi-national organization to inform standards-based efforts across disciplines and states; and (3) address systemic inequities. This weak system has been accompanied by an increasingly emptier curriculum for most students, depriving them of the knowledge and skills needed for self-government. An Empty Curriculum: How Teacher Licensure Tests Lead to Empty Student Minds makes the case that the complete revision of the licensing system for prospective and veteran teachers in Massachusetts in 2000 and the construction of new or more demanding teacher licensing tests contributed significantly to the Massachusetts “education miracle.” That “miracle” consisted of enduring gains in achievement for students in all demographic groups and in all regional vocational/technical high schools since 2005—gains confirmed by tests independent of Massachusetts policy makers. The immediate purpose of this book is to explain what Massachusetts did in 2000 to strengthen its teacher licensing and re-licensing system to ensure that all teachers could teach to relatively strong K-12 standards. Its larger purpose is to suggest that development of strong academic standards in all major subjects should be followed by complete revision of a state’s teacher licensing system, not, as has been the case for several decades, the development of K-12 student tests—if this country wants to strengthen public education.

Book excerpt: The mission of the National Board for Professional Teaching Standards (NBPTS) is to establish "high and rigorous standards for what teachers should know and be able to do, to certify teachers who meet those standards, and to advance other education reforms for the purpose of improving student learning in American schools." In response to a request from the U.S. Congress, the National Research Council developed a framework for evaluating programs that award advanced-level teacher certification and applied that framework in an evaluation of the impacts of the NBPTS. Specifically, this book addresses the impacts on students, teachers, and the educational system in this country. Assessing Accomplished Teaching finds that teachers who earn board certification are more effective at improving their students' achievement than other teachers, but school systems vary greatly in the extent to which they recognize and make use of board-certified teachers. Many of the questions on the evaluation framework could not be answered because the data have not been collected, and the report makes recommendations for the kinds of research that are needed to fully evaluate the impacts of board certification by the NBPTS.

A question is raised on the process to be used in making key decisions about the content of teacher education programs and entry into teaching. The issue of whether state agencies will continue to set the policies that determine entry into teaching or whether national teacher organizations in concert with non-public agencies will become the dominant force is discussed. The role of schools, colleges and departments of education is also examined. National teacher organizations have supported the creation of standards/practices commissions, but current pressures for creating these bodies are coming from education reform advocates as well as state political figures. Interest in creating commissions appears to be high, and this may contribute to dramatic changes in the structure and content of teacher preparation programs. It is pointed out that opportunities to have more power in setting licensing standards and reviewing professional practices may be short-lived unless educators are perceived as capable of meeting the challenge.
