Book excerpt: Bitter Harvest, a historical ethnographic study, examines the property changes prompted by the early post-socialist neoliberal reforms designed to build capitalism in Poland. Historically, the book traces the halting but steady emergence of privatization and liberalization, even under socialism, and how these anticipated the reforms of the post-socialist period. Contrary to the view that the 1989 post-socialist policy represented a radical departure from former state socialist policies via the importation of Western “shock therapy” reforms, including the key economic institution of private property, this book dispenses with the sharp divide between the “socialist past” and “capitalist present” and argues the lasting importance of these historical antecedents in shaping both post-socialist policy and responses to it. Ethnographically, the book provides a detailed account of the different yet interdependent ways the post-socialist reform program influenced existing agricultural property forms—small farmers, production cooperatives, and state farms—leading in each case to unexpected economic results and political contestation of the policy objectives. This historical and ethnographic study of multiple forms of ownership poses a challenge to the common conception of a homogenized socialism based on state property. It also refutes the reductionist representation of the reality after socialism as the creation of Western-style, private property–based economic systems, unaffected by the unique Eastern European sociopolitical context. Instead, looking at Poland’s property changes through the eyes and experiences of diverse agricultural owners, this book employs the notion of conjoint property to unpack the complexity of ownership under socialism and theorize its evolution into an incomplete exclusive ownership after socialism. This new conceptual framework of property changes in early transition helps us to understand current developments in Eastern Europe as it integrates with the European Union and intersects with global capitalism. It further sheds light on the limits of the universality of the Western notion of private property.

Domestic reformism and the negotiated abdication of ruling elites in 1989 have structured the country's politics in the 1990s. But the division between the communist and Solidarity camps continues to cause problems for a potential reform coalition aiming to complete modernisation through the restructuring required for EU membership. Secular-Catholic and rural-urban conflicts, and well as the growing regional split between the north-west and south-east, have fragmented political life and the party system. Nevertheless, Poland has made remarkable steps in the consolidation of democracy and the development of her political system, whilst maintaining social stability; she is also successfully transcending her historical security dilemma of open western and eastern frontiers and stronger, aggressive neighbours, by embedding herself in Europe through membership of NATO and the EU. Poland is overcoming her historical problems.

The work covers nearly fifty years of this debate between the publication of two pivotal works in 1947 and 1994. Anna Sosnowska provides an insightful interpretation of how local and generational experience shaped the notions of post-1945 Polish historians about Eastern European backwardness, and how their debate influenced Western historical sociology, social theories of development and dependency in peripheral areas, and the image of Eastern Europe in Western, Marxist-inspired social science. Although created under the adverse conditions of state socialism and censorship, this body of scholarship had an important repercussion in international social science of the post-war period, contributing an emphasis on international comparisons, as well as a stress on social theory and explanations. Sosnowska's analysis also helps to understand current differences that lead to conflicts between Europe’s richest and economically most developed core and its southern and eastern peripheries. The historians she studies also investigated analogies between paths in Eastern Europe and regions of West Africa, Latin America and East Asia.

It places particular emphasis on its socio-economic and socio-political determinants which accompany the problem of existing and ever-widening differences in the level of regional development in various parts of Europe. In order to diagnose the scale of those differences and to indicate the main forces behind the divergence of development, the authors propose an original systematisation of regional development factors, drawing attention to the need to consider them within the framework of present-day socio-economic megatrends. The proposed approach to the development factors is also used for the author's operationalisation of the concept of territorial capital, which is at the centre of regional place-based policy. The wide spatial aspect of the analysis (national and local) and its extensive temporal scope (2004-2019) yields unique results and creates an important element of added value for this book, which shows the regularities of the process of regional development in Europe at three spatial levels - pan-European, national and intra-regional. Furthermore, it indicates the challenges faced by regionalists who attempt to carry out research on different territorial levels with a diverse number of units (205 EU regions, 16 Polish voivodeships, 2,478 Polish local units) and extended observation periods (2004-2017). The solutions proposed by the authors, who show the potential of overcoming the barriers resulting from limited access to complete and comparable statistical data series, should be inspiring for many researchers. The unique results of direct research carried out on a large sample of respondents and entrepreneurs via diverse field research techniques constitute a valuable source of information on local conditions that impact contemporary development processes in less developed regions. Their value is even greater because they were carried out in a unique laboratory created by the authors for testing the regularity of formation and impact of socio-economic development factors in various locally determined conditions of this process. It consists of purposefully selected test units (LAU2). Located in a less developed region, they represent all growth types and functional test units identified in the course of the research. Consequently, the results obtained may be generalised and applied to other areas showing similar features of territorial capital. The monograph is addressed primarily to a wide group of regionalists connected with economic and social sciences as well as to practitioners involved in the implementation of development policies at various levels.

Non-viable parties should join a pre-electoral coalition with another party or withdraw from competition entirely. Why then do non-viable political parties throughout the world systematically continue presenting candidates? This book responds to this evident but unanswered question to create a general theory about deviations from the Duvergerian equilibrium. The author argues that, far from being just a random or irrational decision, the choice of political parties to present candidates when they do not expect to achieve representation can be explained by the overlap of electoral arenas, that generate opportunities for viable parties to present candidates where they are non-viable. In sum, political parties will take advantage of their viability in an arena to present candidacies in other arenas where they do not have chances to become viable. The building of this new theory on electoral contamination allows the construction of a new and more encompassing conceptual framework through which to make sense of what, until now, has been understood as disparate phenomena and contributes to a better understanding of political parties’ strategic behaviour.
