Specifically, this paper recommends (1) a large increase in permanent immigrant visas for high-skilled (including STEM) workers who are employed by or receive an offer of employment from a US-based company, (2) a significant expansion of temporary visa programs for both high- and low-skilled workers to meet the evolving demands of the US labor market and economy, (3) a visa allocation system that relies primarily on employer demand to inform needs, and (4) a fee-based temporary visa system to regulate demand while generating additional revenue. These immigration reforms would boost US economic growth, raise the average productivity of US workers, create more job opportunities for native-born Americans, expand America's high-technology sectors, generate net revenue, and extend the solvency of federal retirement programs.

Focusing on Hispanic immigration and American-born children of Mexican parentage, the author examines how engrained, historical, individual and collective social constructions and psychological processes, related to identity formation can play an instrumental role in influencing political and legal processes. It is argued that contemporary American immigration policy reforms need to be conceptualized as a complex, conscious and unconscious White Nativist psychological, legal, defence mechanism related to identity preservation and contestation. Whilst building on existing theoretical frameworks, the author offers new empirical evidence on immigration processes and policy within the United States as well as original research involving the acculturation and identity development of children of Mexican immigrant parentage. It brings together themes of race, ethnicity and American national identity under a new integrated sociopolitical and psychological framework examining macro and micro implications of recent US immigration policy reform. Book excerpt: In 1986, Congress passed the Immigration Reform and Control Act (IRCA) to reduce the incentives for unauthorized migration by eliminating U.S. employment opportunities for unauthorized workers. The General Legalization Program within IRCA granted amnesty to approximately 1.7 million long-term unauthorized workers to bring them "out of the shadows" and improve their labor market opportunities. An analysis of wages using panel data for a sample of legalized men provides evidence that wage determinants are structurally different after amnesty for them, but not for the comparison group measured during the same time periods. This suggests that changes are due to legalization rather than differences in macroeconomic conditions. These changes result from altered returns to human capital and continuing penalties for those who work in traditional migrant jobs. The penalty for being unauthorized begins with low entry wages and is compounded by slow wage growth during the unauthorized era. Legalized men experienced rapid wage growth after legalization. Benchmark estimates of the penalty to being unauthorized range from 14 percent to 24 percent. The wage benefit of legalization under IRCA was approximately 6 percent by 1992.

Despite the issue's importance, the Immigration and Naturalization Service has relatively low stature, and no formal structure exists within the Executive Branch for coherent immigration policy development. This is especially problematic because the immigration function cuts across numerous critical policy issues ranging from social security, welfare, and human resources to education, economic competitiveness, law enforcement, and foreign policy. Frustration with INS performance has been mounting for a decade, as have charges that the system is incoherent, overburdened, poorly run, and accountable to no one. Some in Congress now propose dismantling the agency and distributing its functions to other agencies. The authors of this book argue that, among the several reform proposals that have been proffered, theirs is the only effort to redesign the system in light of its fundamental objectives. Their proposal, calling for a new, high-level agency to direct and consolidate the nation's immigration system, also seeks to establish a clear distinction between enforcement and services and to improve the delivery of all programs, including the trouble-plagued services.
