Book excerpt: Based on new field research, this book assesses the current state of governance and public sector reforms in eleven Asian countries and jurisdictions, especially in the wake of the recent regional financial crisis that seriously affected some of them. It analyses reform efforts comparatively against a backdrop of governance problems, and seeks to establish whether these efforts represent a substantive shift in attitudes towards reform or whether they serve simply to reinforce existing practices. The authors explore a number of important themes that are central to governance and public sector reform issues. These include the role of the state, the success or failure of organizational reforms, corruption, the applicability of the new public management model in the Asian context, and the governance values and reform models promoted by regional and international agencies.

They provide essential public services, build and operate key infrastructure, and are often reservoirs of public employment. Their characteristics and inherent competitive advantages as publicly owned enterprises allow them to play these critical roles. Their weaknesses in governance and inefficiencies in incentive structures, however, also often lead to poor performance. SOEs must be efficient, transparent, and accountable to level the playing field for private companies, secure the growth of a vibrant private sector, and achieve sustained and inclusive economic growth. This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.

Traditional relations between government, the business sector and labour, which slowly have taken shape in the last two decades, are now once again challenged through de-colonialization in Hong Kong, democratization in Korea, decentralization in Singapore and technological innovation in Japan. This timely collection addresses a variety of selected reform issues confronted by these four developed Asian economies. It assesses the state of public sector management and their attempts at governance reforms in these countries. It further considers the space for these countries to initiate and sustain reforms in a few key areas of public policy, including (i) generating more resources domestically; (ii) reforming the state-owned enterprises so that primarily governments do not lose a lot of resources in the form of subsidies; (iii) strengthening local governments so that services can be provided more effectively; and (iv) strengthening the agencies of government such that public sector functions, such as service delivery, are better and more effectively delivered. The book’s main conclusion is that while countries in Developing Asia have had difficulties in instituting governance and public sector reforms, the scope for doing so has never been better.
