Book excerpt: This report summarizes an evaluation conducted to provide an independent & impartial review of the experience to date in implementing British Columbia's environmental assessment process. The evaluation focused on the procedural purposes of the province's Environmental Assessment Act. The primary basis for the evaluation was consultation with stakeholders and participants via questionnaires, workshops, and discussions. The report begins with an review of the legal and policy framework of the environmental assessment process and its implementation to date. Systemic, strategic, and specific issues regarding implementation are then discussed, such as process inflexibility, adequacy of project reviews, First Nations participation, and pre-application preparedness. Finally, recommendations are outlined regarding enhancing the effectiveness of the process, ensuring identification of the full range of issues and effects, ensuring resolution of technical issues, promoting certainty, and encouraging accountability. Appendices include a copy of the survey questionnaire.

The purpose of this document is to: provide a framework for principle-based Environmental Assessment Office (EAO) advice to Lower Mainland infrastructure project proponents to facilitate a consistent approach to public consultation and consistent public expectations regarding their involvement in environmental assessment reviews; and provide a basis for the EAO to evaluate the adequacy of a proponent's consultation program and to identify gaps that may require further attention either by the proponent or the EAO. The document includes information on the components of an effective consultation process, the differences in consultation programs for linear & non-linear projects, and the role of the EAO in public consultation programs. The appendix includes a description of the components of a public consultation program and a checklist for evaluating the adequacy of such a program.

Book excerpt: In accordance with the legislated requirement for a review of the Canadian Environmental Assessment Act five years after its coming into force, a comprehensive review was formally launched in December 1999. This report presents an overview of the input to the review provided by public participants across the country. The report begins with an introduction on the consultation process & approach, which involved general public sessions and regional workshops. This is followed by a summary of the general session input under three themes: making the environmental assessment process more predictable, consistent, and timely; improving the quality of assessments; and strengthening opportunities for public participation. The regional workshops are then summarized under same three themes. The final section summarizes input from the workshop on the assessment options pertaining to projects outside Canada.
