This global threat knows no boundaries, and is evident across all continents from huge corporate campaign donations in the United States and drug money seeping into politics in Latin America, to corruption scandals throughout Asia and Europe. Attempts to tackle these challenges through political finance laws and regulations are often undermined by a lack of political will or capacity, as well as poorly designed and enforced measures. This Handbook addresses the problems of money in politics by analysing political finance regulations around the world and providing guidance for reform. The chapters are divided by region; each assesses the current state of regulations in relation to its challenges and offers a series of recommendations to tackle the identified shortcomings. This contextual approach has the benefit of revealing regional trends and patterns. An additional chapter focuses on gender, reflecting the reality that women remain grossly under-represented in politics, and how the increasing influence of money in politics perpetuates this inequality.

Over the last few decades, religion has begun to play a significant role in public affairs and, in many cases, directly in political systems. This edited volume analyses in detail how religion and religious precepts inform the ideology, strategies and electoral behaviour of political parties. Working with an original and innovative typology of religiously oriented political parties, the book examines cases from different regions of the world and different religious traditions to highlight the significance of religion for party politics. This interest for religiously oriented parties is combined with an interest in processes of democratic change and democratic consolidation. Political parties are central to the success of processes of democratization while religion is seen in many circles as an element that prevents such success because it is perceived to be a polarising factor detrimental to the consensus necessary to build a liberal-democratic system. Through the different case-studies presented here, a much more complex picture emerges, where religiously oriented political parties perform very different and often contradicting roles with respect to democratic change. Yet in representative democracies, the success or failure of political parties rests on their ability to effectively engage voters. In today's highly unequal and individualized societies, the diversity of voters along socioeconomic, religious, and other lines presents an obstacle for parties vying for electoral success. How, then, can widespread, crushing poverty still exist in stable democracies, if every citizen has a vote? Two wildly different parties, Chile's right-wing UDI and Uruguay's left-wing Frente Amplio, have achieved stunning victories in this supposedly inhospitable political landscape. They have done so by simultaneously segmenting and strategically harmonizing their linkages to distinct cross-sections of voters in each society. While that electoral strategy makes for a winning hand for parties in fragmented modern societies, it perpetuates the gross inequalities that characterize the social, political, and economic landscapes of the developing democratic world. This book develops a new analytical and conceptual framework to unveil and explain segmented representation, revealing new implications for democratic societies. In the view of many electoral reformers, mixed-member systems offer the best of both the traditional British single-seat district system and PR systems. This book seeks to evaluate: why mixed-member systems have recently appealed to many countries with diverse electoral histories; and how well expectations for these systems have been met. Each major country, which has adopted a mixed system thus, has two chapters in this book, one on origins and one on consequences. These countries are Germany, New Zealand, Italy, Israel, Japan, Venezuela, Bolivia, Mexico, Hungary, and Russia. In addition, there are also chapters on the prospects for a mixed-member system being adopted in Britain and Canada, respectively. The material presented suggests that mixed-member systems have been largely successful thus far. They appear to be more likely than most other electoral systems to generate two-bloc party systems, without in the process reducing minor parties to insignificance. In addition, they are more likely than any other class of electoral system to simultaneously generate local accountability as well as a nationally-oriented party system. Mixed-member electoral systems have now joined majoritarian and proportional systems as basic options which must be considered whenever electoral systems are designed or redesigned. Such a development represents a fundamental change in thinking about electoral systems around the world.

En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.
