Book excerpt: This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment (IA) accompanying the above proposal, submitted on 17 January 2014. In line with the Europe 2020 Strategy, the free movement of workers is considered as a key element in the development of a more integrated EU labour market which allows worker mobility from high unemployment areas to those characterised by labour shortages. It also contributes to finding the right skills for vacant positions and overcoming bottlenecks and mismatches in the labour market. But despite the social and economic benefits it generates, intra-EU labour mobility is still limited, with an annual mobility rate in the EU of 0.29 per cent, and only 3.1 per cent of the European labour force being economically active in another Member State. Surveys show, however, that there is a significant mobility potential within the EU, with 2.9 million EU citizens indicating firm intentions to move in the next 12 months.

This includes the right of free movement of workers and the right to work in another Member State. In principle, all EU citizens are free to move and to pursue career opportunities in the job markets of other Member States. However, despite the relative ease with which EU nationals can live and work in another Member State, intra-EU mobility has generally been limited, in particular when compared with other forms of migration. Given that limited geographic intra-EU mobility has been identified as one of the main causes for the structural mismatch between supply and demand of labour, intra-EU mobility has increasingly become one of the top priorities of the EU.^This necessity arose from several factors, including the very competitive global environment where a well-functioning European labour market is necessary for a rapid reaction to emerging new labour demands; the need for an increasingly adaptable workforce; and the need to develop a fully integrated labour market with the overarching goal of ensuring the optimal functioning of the Single Market. In order to improve mobility in the European labour market, and to strengthen the integration of employment services of the Member States as a means to achieve this goal, the European Employment Services (EURES) was established in 1993.^Chapter II of Regulation (EU) No 492/2011 and previously part II of Regulation (EEC) No 1612/68 established that "the central employment services of the Member States shall cooperate closely with each other and with the Commission with a view to acting jointly as regards the clearing of vacancies and applications for employment within the Union and the resultant placement of workers in employment". The core mission of EURES is to implement this chapter. The European Commission initiated a reform process in 2011 with the aim of transforming EURES into an instrument contributing to the Europe 2020 goals. A key element in this reform is the Commission Decision 2012/733/EU implementing Regulation (EU) No 492/2011 which redefined the structure and governance of the EURES network, with an entry into force on 1st January 2014.
