It presents a comparative study of several Latin American banking systems and their supervisory bodies, and examines the institutional structures put in place following the reforms of the last decade. There is further discussion about the relationship that should exist between regulations and discretionary power when banks face difficulties. These various subjects are explored through national case studies including Brazil, Ecuador, Venezuela, Colombia, Peru, Mexico, Bolivia, Guatemala, Argentina, Costa Rica, and - by way of comparison - the United States and Canada. In addition, the book covers general discussion of the wider international context. There is comparative study of the structure of supervisory bodies in developed countries and the implications for developing countries, and of how recent international trends in banking supervision have been reflected in the experiences of Latin American countries. The authors examine the recent crises experienced by South East Asian financial systems and the ways in which they could impact Latin America. The book also investigates the integration of banking markets at an international level and the harmonisation of different regulatory frameworks. A study of the European Union experience provides a background for the discussion of harmonisation in the MERCOSUR countries.

'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.

The seminar involved ministers, central bank governors and senior officials from several Latin American and Asian economies as well as several representatives of international organizations. The central purpose of the seminar was to comparatively assess the wide range of country experiences with financial reform in the two regions, with a view to distilling general lessons. The materials presented were oriented mainly around the diverse experiences of financial policy formulation and implementation during the 1980s and early 1990s. These materials supported discussion of a variety of subthemes, including the management of financial crises, the interaction of financial liberalization with more general economic reforms, the industrial policy aspects of financial reform, and the roles of governments in stimulating the development of specific types of financial markets and institutions. The presentation during the four days included country papers as well as a variety of more general and synoptic papers included in this publication.

Book excerpt: Hidden behind a number of economic crises in the mid- to late 1990s-including Argentina's headline-grabbing monetary and political upheaval-is that fact that Latin American economies have, generally speaking, improved dramatically in recent years. Their success has been due, in large part, to macroeconomic reforms, and this book brings together prominent economists and policymakers to assess a decade of such policy shifts, highlighting both the many success stories and the areas in which further work is needed. Contributors offer both case studies of individual countries and regional overviews, covering monetary, financial, and fiscal policy. Contributors also work to identify future concerns and erect clear signposts for future reforms. For instance, now that inflation rates have been stabilized, one suggested "second stage" monetary reform would be to focus on reducing rates from high to low single digits. Financial sector reforms, it is suggested, should center on improving regulation and supervision. And, contributors argue, since fiscal stability has already been achieved in most countries, new fiscal reforms need to concentrate on institutionalizing fiscal discipline, improving the efficiency and equity of tax collection, and modifying institutional arrangements to deal with increasingly decentralized federal systems. The paper distinguishes three periods in Latin America’s central bank history: the early years, when central banks endorsed the gold standard and coped with the collapse of this monetary system; a second period, in which central banks turned into development banks under the aegis of governments at the expense of increasing inflation; and the “golden years,” when central banks succeeded in preserving price stability in an environment of political independence. The paper concludes by cautioning against overburdening central banks in Latin America with multiple mandates as this could end up undermining their hard-won monetary policy credibility.

Through the use of quantitative regional data together with interview and archival data collected during fieldwork in Argentina, Costa Rica, Peru, and Washington DC, this book argues that the answer to this puzzle is twofold. First, the World Bank has not promoted a uniformly neoliberal, monolithic agenda in health. Second, countries’ autonomy and capacity in this sector shape how the World Bank is involved in reforms. Finally, the book distinguishes neoliberal ends from means in health sector reform and traces changes in “banking on health” over time.
