Part I will discuss significant management improvements in the federal government over the past 20 years, based in part on a crowdsourced survey of knowledgeable government officials and public administration experts in the field. It will draw on themes and topics examined in the 350 IBM Center reports published over the past two decades. Part II will outline alternative scenarios of how government might change over the coming 20 years. The scenarios will be developed based on a series of envisioning sessions which are bringing together practitioners and academics to examine the future. The scenarios will be supplemented with short essays on various topics. Part II will also include essays by winners of the Center’s Challenge Grant competition. Arlt Award in the Humanities Three understandings of the nature of religion--religion as experience, symbolic meaning, and power--have dominated scholarly discussions, in succession, for the past hundred years. Proponents of each of these three approaches have tended to downplay, ignore, or actively criticize the others. But why should the three approaches be at odds? Religion as it is practiced involves experiences, meanings, and power, so students of religion should attend to all three. Furthermore, theorists of religion should have an account that carefully conceptualizes all three aspects, without regarding any of them as more basic than the others. Visions of Religion provides just such an account. Stephen S. Bush examines influential proponents of the three visions, arguing that each approach offers substantial and lasting contributions to the study of religion, although each requires revision. Bush rehabilitates the concepts of experience and meaning, two categories that are much maligned these days. In doing so, he shows the extent to which these categories are implicated in matters of social power. As for power, the book argues that the analysis of power requires attention to meaning and experience. Visions of Religion accomplishes all this by articulating a social practical theory of religion that can account for all three aspects, even as it incorporates them into a single theoretical framework.

Book excerpt: Spanning more than 2,500 years in the history of art, Vision, Reflection, and Desire in Western Painting demonstrates how the rise and diffusion of the science of optics in ancient Greece and the Mediterranean world correlated to pictorial illusion in the development of Western painting from Hellenistic Greece to the present. Using examples from the late Middle Ages and the Renaissance, David Summers argues that scene-painting (architectural backdrops) and shadow-painting (in which forms are modeled or shown as if in relation to a source of light) not only evolved in close association with geometric optics toward the end of the fifth century B.C.E., but also contributed substantially to the foundations of the new science. The spread of understanding of how light is transmitted, reflected, and refracted is evident in the works of artists such as Brunelleschi, van Eyck, Alberti, and Leonardo. The interplay between optics and painting that influenced the course of Western art, Summers says, persisted as a framework for the realism of Caravaggio, Rembrandt, and Goya and continues today in modern photography and film.
