In Mexican Americans and Education, Estela Godinez Ballón provides an overview of the relationship between Mexican Americans and all levels of U.S. public schooling. Book excerpt: Characteristics of Hispanic students referred for special education services during 1983-84 in several large urban school districts with large minority populations were examined. Also examined was the predictive ability of various statistical models with respect to the eventual diagnostic outcomes of the students. File data were collected for 1,319 Hispanic students in grades k-12, with the analyses focusing on the 1,154 elementary students. Findings showed that the majority of the referrals were in the early elementary grades, were male, and were born in the United States, while the majority of parents were born in Mexico. Most frequent reasons for referral were low academic achievement and reading problems, followed by poor oral skills. The most frequent eventual diagnostic classifications were learning disabled (63% of the sample) and language impaired (20%). a predictive analysis using path analytic procedures examined factors leading to eventual classification, and accounted for about 40% of the variance in the dependent variable. In addition, there appeared to be two "tracks" leading to the eventual classification, one for diagnosis of learning disabilities and one for diagnosis of language impairments. Book excerpt: This monograph describes implications for public schools of rapidly growing populations of Mexican-Americans and other language minorities and recommends ways to eliminate institutional barriers to equity and excellence in education. It presents current information about such issues as dropout rates, reading levels, and participation in advanced mathematics and science courses. It includes a synthesis of research about current trends, including the growth of this population, changes in immigration patterns, and changes in the segregation of this population. Chapter 1 describes Mexican-Americans and other language-minority groups in terms of levels of educational attainment, cultural and language diversity, and population trends and projections. Chapters 2-4 address personal, instructional, and school factors important for the success of language-minority students and examine trends and issues in bilingual education. Chapter 5 discusses ways to create school systems that support instruction of language-minority students including: (1) knowing student rights; (2) imparting high expectations; (3) ensuring appropriate student placement; (4) working to reduce the achievement gap; (5) taking an advocacy position in testing and grade retention; (6) improving staff development and minority teacher recruitment; and (7) involving parents in meaningful activities. Chapter 6 covers policy recommendations that include disaggregating student data, demonstrating commitment to uphold civil-rights laws, pursuing excellence and equity (not simply compliance), identifying a top-level administrator as an equity advocate, and joining the equity network. Book excerpt: A product of a statewide (California) survey of 104 school districts and 9 county educational agencies, the report focuses on promising practices for use with handicapped children of limited English proficiency (LEP). In Phase One, seven categories of promising practices or program attributes were identified:(1) first and second language development, (2) cultural considerations, (3) teacher competencies and staff development, (4) administrative interface and collaboration, (5) nonbiased assessment, (6) educational placement and programming, and (7) parent involvement. The area of promising practice most frequently identified by survey participants was nonbiased assessment. Major findings of the Phase Two survey of current educational practices included the proportional representation of LEP students in special education, frequent consideration of language problems in the assessment of LEP students, and a Spanish emphasis. The third phase involved compiling an annotated bibliography on the professional literature dealing with special education services for the culturally and/or linguistically different handicapped student. The 112 citations which make up the bulk of this publication are grouped according to the seven categories of promising practices. The final phase is an analysis and summary of findings for each of the seven categories. The need for the field to focus more on qualitative questions of program placement and educational delivery as well as on ways to more meaningfully involve parents is stressed. Appendices provide (1) a breakdown of the components of each of the promising practices categories, and (2) a set of forms describing promising practices of various school districts. Twelve pages of references are also provided. (DB)
